Financial Year 2026-27: Budget of Rs 4692.71 crore passed in 15 minutes without discussion, opposition councilors created ruckus after not getting copy of revised budget
Lucknow, Amrit Thoughts: The original budget of Rs 4692.71 crore for the financial year 2026-27 of the Municipal Corporation was passed as soon as the House meeting began. Mayor Sushma Kharkwal announced that the budget would be passed within 15 minutes. The revised budget for the financial year 2025-26 was also passed without discussion. On this, the opposition councilors created a ruckus and said that the Mayor was showing Hitlerism. When Vice President Charanjit Gandhi started reading the original budget speech, Congress councilors started creating ruckus. He said that the copy of the budget has not been received. The original budget was tabled even before the revised budget could be discussed. Amidst the uproar, the Mayor announced the end of the House in 45 minutes.
BJP councilors raised slogans on Mukesh’s statement
Congress councilor Mukesh Singh Chauhan said in the House that Prime Minister Narendra Modi is afraid of women. On hearing this, the BJP councilors started shouting slogans and started raising slogans like “In honor of women, BJP in the field”. SP councilor Yawar Hussain Reshu asked why the copy of the revised budget was not given. The Congress councilor asked why the revised budget was not discussed. On this, BJP councilor Anurag Mishra Annu asked Mukesh if he was the secretary of the SP councilor. A commotion started in between.
Income of Municipal Corporation increased, Rs 517 crore house tax collected
The Mayor said that the Municipal Corporation is emphasizing on increasing its income. So far, Rs 517 crore has been collected as house tax, which is Rs 105.35 crore more than the last financial year. An income of Rs 46 lakh has been generated from cleanliness related items. Rs 28.52 crore has been received from user charge, Rs 16.16 crore from advertisement, Rs 4.52 crore from rent, Rs 4.32 crore from parking and Rs 4.82 crore from license fee.

The Mayor said that for the convenience of the public, building owners will be given the facility to deposit user charges through POS machines from April 1 of the new financial year. It is proposed to give 8 to 10 percent discount on timely lump sum payment. On online payment, 10 percent discount will be given in April, 8 in May and 5 percent in June and on offline deposit, 8, 6 and 4 percent discount will be given. Along with this, Paytm will give special cashback offers to consumers on payment through POS machine.
Roads will be repaired with Rs 271 crore
A provision of Rs 271 crore has been made in the budget for maintenance and repair of roads. Patchwork of bad roads and main roads will be repaired. Street lights will be expanded and improved for better lighting in the city. The Municipal Corporation has made a total provision of Rs 42.55 crore in the financial year 2026-27.
The city will be cleaned with Rs 300 crores
A provision of Rs 300 crore has been made in the budget for cleanliness and garbage disposal of the city. Rs 255 crore will be spent on salaries of the employees of the executive body, cleaning of roads and drains.
Details of income and expenditure in the budget
The total proposed revenue, capital and super head income of the Municipal Corporation for the financial year 2026-27 is proposed to be Rs 3293.35 crore. The total income including preliminary balance is estimated at Rs 4692.71 crore, while the total expenditure under revenue, capital and superlatives is proposed to be Rs 3292.93 crore. After this, the final balance is estimated to be around Rs 1399.77 crore. Of the expenditure, Rs 925.23 crore will be spent on establishment (including pension), Rs 1253.40 crore on development works and Rs 99.30 crore on other items.
Revised budget passed with balance of Rs 1400.19 crore
The total income of Municipal Corporation Lucknow, including the revised budget revenue, capital and senior accounts for the financial year 2025-26, has been estimated at Rs 3392.24 crore. After including the preliminary balance, the total gross income of the Municipal Corporation has increased to Rs 4791.60 crore. The total expenditure has been fixed at Rs 3391.41 crore. The House has passed the final balance of Rs 1400.19 crore of the Municipal Corporation after adjustment of income and expenditure.
Water department’s budget of Rs 487 crore passed
The Water Department also presented the budget for the year 2026-27. The total income of the department is proposed to be Rs 487.23 crore and expenditure is Rs 483.45 crore. The profit is estimated to be around Rs 3.78 crore. Whereas in the revised budget the actual income has reduced to Rs 460.85 crore and expenditure to Rs 459.39 crore. The total profit is estimated at Rs 1.49 crore.
