₹ 5000 fine for entering women’s coach, ₹ 10000 fine for writing something: Big change going to happen in Delhi Metro rules

Under the Public Trust (Amendment of Laws) Bill, 2026, it has been proposed to change many rules related to Delhi Metro. If this bill is passed, heavy fine can be imposed on people misbehaving in the metro. Now writing something in the metro can attract a fine of up to Rs 10,000. At the same time, people entering the ladies coach can face a fine of up to Rs 5000. At present, the penalty for doing so is very low. If you carry or display any objectionable item in the metro, you have to pay a fine of Rs 500. After the new bill is passed, the amount of fine will increase to Rs 2500.

On Friday, Union Minister of State for Commerce and Industry Jitin Prasad introduced the Public Trust (Amendment of Laws) Bill, 2026. Through this, arrangements are being made to impose financial penalties in place of some criminal provisions. This bill will make changes to the Metro Railways (Operation and Maintenance) Act, 2002. Through this, there are preparations to impose heavy fines on sitting on the floor of the metro, writing something in the compartment or entering the women’s coach.

What rules changed?

Clause 28 of Section 2 of BNS will be mentioned in place of Section 21 of IPC. At present, a fine of up to Rs 500 is imposed for traveling drunk, creating nuisance, spitting, sitting on the floor, fighting and carrying objectionable material. Now it will be increased to Rs 2500. At the same time, for writing something on a metro coach and refusing to remove it, there is currently a provision of a fine of up to Rs 1000 or imprisonment of 6 months or both under Section 62(3). Instead of this, a provision of maximum fine up to Rs 10,000 will be introduced. At the same time, the provision of 6 months imprisonment will end.

Heavy fine for entering women’s coach

Action is taken against men under Section 64 (1) for entering the coach reserved for women. A fine of Rs 250 or imprisonment of 3 months or both is imposed on them. Under the new rule, a maximum fine of up to Rs 5000 will be imposed. Here also the provision of imprisonment has been abolished.
