Green signal given to redevelopment of Chandni Chowk Town Hall, tourism hub to be built in 36 months

Preparations have once again started to beautify the 160-year-old Town Hall located in Chandni Chowk, the historical area of ​​Old Delhi. Delhi Government and Municipal Corporation together have made a new plan to develop it as a tourist centre. Recently a high-level meeting was held between the two agencies regarding this, in which an in-principle agreement was reached on this proposal. Now the proposal to formalize this scheme will soon be brought in the Standing Committee meeting.

In the high-level meeting held between the Delhi Government and the Municipal Corporation, an in-principle agreement has been reached on this project. Now, to get formal approval for this scheme, the proposal will soon be presented in the Standing Committee meeting, from where the work will proceed after getting written consent. Under the proposal, the redevelopment of the Town Hall will be done in a phased manner. A detailed action plan of 36 months (3 years) has been prepared for conservation and restoration of the building, development of modern facilities, beautification of the surrounding area and transforming the Town Hall into a major tourism hub. During this time it will not only be preserved, but it will also be developed for cultural and tourism activities.

Under the plan, the work of improvement and development of the Town Hall will be done in the following phases: Preparation of conservation plan, repair and beautification work, interior/fit-out (interior development) and starting (operational) of the project. According to a senior official of the Municipal Corporation, the first phase will be completed between 1 to 8 months. During this period, the conservation, design and technical plan of the building will be prepared. According to the proposal, the entire project will be completed in 36 months in 4 phases.

First stage (1–8 months)

Structure and conservation assessment, consultation with experts, preparation of tripartite agreement

Second stage (9–20 months)

Implementing conservation management plan, preparing financial model for the project and implementing it.

Third stage (21–30 months)

Preparing the gallery inside the Town Hall, developing exhibitions, training the staff for operation.

Fourth stage (around the 33rd month)

After completion of all the work, the Town Hall will be formally launched.

It is noteworthy that Chief Minister Rekha Gupta, in the budget speech of Delhi government last month, had announced the redevelopment of this Town Hall complex and developing it as a Global Heritage Centre. Under this project, Town Hall will be developed not just as a historical building but as a big cultural center showcasing the art, culture and cuisine of Delhi. In the proposal sent by the Municipal Corporation (MCD) to the Standing Committee, it has been told that the Town Hall is the property of the MCD, it is about 160 years old Grade-1 protected building. The headquarters of the Municipal Corporation continued to operate here from 1866 to 2012.

For this project, MCD has approached Delhi Tourism and Transportation Development Corporation (DTTDC). The entire development and operation will be done in collaboration with DTTDC. After developing the Town Hall, revenue will be generated from many activities here, ticket entry (for tourists), food court / cafe, cultural programs and events, renting out space (Exhibitions / Events). MCD’s share in the income from all these sources will also be fixed, that is, without investment, the corporation will continue to get regular income for a long time.
