An IPS involved in Bihar’s ‘kidnapping industry’, whose name did the former DGP take?
Former Director General of Police (DGP) of Bihar Gupteshwar Pandey has made a big and controversial claim. He said that the infamous kidnapping industry of Bihar was born not because of criminals but because of a wrong strategy of the police.
Gupteshwar Pandey told that it all started when the incidents of robbery had become very high in Bettiah and Bagaha areas of West Champaran district. Many gangs were roaming freely and committing robberies. There was a lot of pressure on the police to control this. Questions were also being raised on the then Superintendent of Police (SP) of the district that he was not able to stop crime.

Police held responsible
According to Pandey, when the robberies could not be controlled, the SP entered into an informal agreement with the criminals. He warned the criminal gangs that the police will take heavy action if they commit robbery. So they kidnap rich people and demand ransom.
After this change, kidnapping in Bihar started as an organized crime and spread throughout the state. However, Gupteshwar Pandey did not reveal the full name of that officer. He just said ‘Dash Dash Yadav’ and told that he was an Andhra Pradesh cadre IPS officer, who was on deputation to Bihar at that time.

Former DGP said that this is part of the criminal history of Bihar. Many senior and retired police officers can confirm this.

However, he also said that the situation improved after Chief Minister Nitish Kumar came to power. Nitish Kumar took strict administrative steps and made reforms in the police. Due to this, the incidents of kidnapping reduced significantly and law and order improved in the entire state.
