Development roadmap prepared under the vision of ‘Develop UP@2047’, development of self-reliant, inclusive and global competitive cities.

Lucknow. Chief Minister Yogi Adityanath has set targets for the long-term development of the state as per the future needs in line with the vision “Develop UP@2047”. In compliance with this, the state government has prepared a comprehensive roadmap to make urban areas state-of-the-art, digital, accessible and world class. The main focus of this roadmap presented before the Chief Minister is to increase the ease of living in the cities of the state, strengthen basic civic services and provide better quality of life to the citizens through sustainable and balanced development.

Regional economic centers will develop with SCR

According to the vision of the Chief Minister, urban areas will be developed as pillars to strengthen the economy with easy administrative systems. Under this, a plan has been prepared to develop the state capital Lucknow as a State Capital Region (SCR) as well as to develop regional economic centers in the state, which will become major hubs of economic activities in the state. These regional economic centers will be developed keeping in mind the natural and geographical conditions of the state, which will promote investment, employment and balanced regional development in the state.

Multi-modal transport system will be developed

Under the ‘Vikas UP@2047’ vision, a multi-modal transport system will be developed to make urban transport in the state modern and inclusive. This will include metro, rapid rail, electric buses and smart traffic management system. The government aims to increase the use of public transport to 25 per cent share in the multi-modal transport system. This will help in providing cheap transportation to the residents of the state and will also help in getting rid of the problems of traffic jams and pollution. Also, under the “Livable Cities Mission”, the aim is to provide the citizens with essential facilities like health, education and market at a distance of 15 minutes from their homes. This will not only save public time but will also reduce pollution.

GIS based property mapping and tax system

GIS (Geographical Information System) based property mapping and tax system will be implemented to strengthen urban administration, which will make tax collection more transparent and accurate. Also, real-time monitoring of cities, better coordination and quick response will be ensured through the establishment of Integrated Command and Control Center (ICCC). A target has been set to make citizen services 100 percent digital in all urban local bodies (ULBs), which will improve transparency in urban administration and speed of service delivery. The roadmap also includes a plan to achieve 100 per cent water supply coverage and develop theme-based townships by constituting development authorities in all the districts of the state. Data based planning and forecasts will be promoted by establishing Uttar Pradesh Urban Observatory.

Promotion of “Sponge City” for the purpose of environmental protection

According to the roadmap, the “Sponge City” initiative will be taken forward to tackle climate change and environmental challenges. Under this, rain water harvesting, revival of lakes and ponds and natural drainage system will be protected in urban areas. It aims to raise groundwater levels, reduce flood risk and regenerate urban ecosystems. Also, the goal of zero-landfill cities will be achieved by setting up waste-to-energy plants on a large scale. Under inclusive development, housing schemes for economically weaker and low income groups will be expedited. Better living standards for all sections will be ensured through mixed land use and planned urbanization.

Through these strategic changes in the urban areas of the state, the cities of Uttar Pradesh can be made self-reliant and inclusive. Also, the cities of the state will be developed keeping in mind the future needs in such a way that by the year 2047, they will not only be able to compete at the global level, but can also play a leading role in the race for global development.
