Ram Mandir Construction Committee Chairman Nripendra Mishra said that the file related to car service in Ayodhya was placed before Kalyan Singh (now deceased), who was the CM in 1992. It was written in this file that law and order had almost completely broken down in Ayodhya, so Kalyan Singh had issued a written order that no matter what happens, bullets will not be fired. Now, with his latest statement, BJP and Hindu organizations may again get an opportunity to target Samajwadi Party.

A crowd of kar sevaks had gathered in Ayodhya in October 1990 for the Ram temple in Ayodhya. Some kar sevaks then climbed the disputed structure present there and started damaging it. Mulayam Singh Yadav, the founder of Samajwadi Party and the then CM of UP, has been accused of firing on kar sevaks in Ayodhya on 30 October and 2 November on his orders. In which many kar sevaks lost their lives. Mulayam Singh Yadav had given this statement before the gathering of Karsevaks in Ayodhya that even Parinda would not be able to kill there. At the same time, during the time of Kalyan Singh, when the disputed structure was demolished on 6 December 1992, there was no firing or lathi charge on any Kar Sevak.
