New Delhi. The biggest strength of democracy in the country is ‘one person, one vote’, but often we hear in the news that ‘someone else cast my vote’ or ‘bogus voting’ affected the election results. Supreme Court issues notice to Central Government and Election Commission
The bench of Chief Justice Surya Kant and Justice Joymalya Bagchi, while hearing a public interest litigation (PIL) filed by advocate Ashwani Upadhyay, has issued a notice to the Central Government and the Election Commission of India (CIC). The court will examine whether it is possible to identify the voter through biometric (thumb impression or pupil scan) and facial recognition technology before voting.
This proposal is very serious and it is necessary to consider it to maintain the purity of the election process.
The bench headed by CJI said that this proposal is very serious and it is necessary to consider it to maintain the purity of the election process. However, the court stated the bitter truth and said that this system cannot be implemented overnight. For this, major changes will have to be made in the existing rules and a huge budget will also be required.

Why is this important for the common man?
Often the voter list contains names of ghost voters (dead or fake people), taking advantage of which anti-social elements do fake voting. At present we rely only on voter ID card and finger ink, which leaves scope for manipulation. But with the advent of new technology at least these will be controlled –
Your face and thumbprint are yours alone in the entire world. No one else will be able to vote in your place. There will be a digital and real-time audit trail of every vote. In future, this technology can also open the way for safe voting for voters living away from home.
Know why it cannot be implemented now?
The court made it clear that it is not possible to implement it in the upcoming elections. The Chief Justice remarked that even if the Election Commission agrees, getting the budget passed by the Finance Ministry and getting the cooperation of the state governments is a long process. The court said that ‘We will consider whether such a path can be adopted for the next parliamentary elections or assembly elections.

When we use biometrics for everything from opening a bank account to getting a SIM card, then why not use it in electing the government?
The petition argues that when we can use biometrics for everything from opening a bank account to getting a SIM card, why should it not be used to elect the government of the country? By linking it with the Aadhaar based identification system, elections can be made completely ‘hacker-proof’ and ‘fraud-proof’.
