According to sources, in his address, PM Modi may present his views on the Constitution Amendment Bill related to women’s reservation which could not be passed in the Lok Sabha. Although there has been no official confirmation regarding this yet, considering the current political circumstances, this issue may remain at the center of his speech. In fact, the Constitution (131st Amendment) Bill could not be passed in the Parliament on Friday, after which the political debate has intensified across the country. This bill had a provision to increase the seats of Lok Sabha from 543 to 850 and to reserve 33 percent seats for women. The government was calling it a big step towards empowering ‘women power’, but the opposition linked it to delimitation and called it an injustice to the South and small states and opposed it.

Prime Minister Modi has also expressed disappointment over the non-passage of this bill. He launched a scathing attack on the opposition during the meeting of the Cabinet Committee on Security held at the Parliament House, saying that the opposition parties “will have to regret this decision for the rest of their lives.” His statement clearly indicates that the government is taking this issue seriously and wants to raise it prominently before the public. It is noteworthy that this bill was voted on in the Lok Sabha after a long discussion. A total of 528 MPs took part in the voting, of which 298 voted in favor of the bill and 230 against it. However, to pass the Constitution Amendment Bill, two-thirds majority i.e. 352 votes was required, which the government could not muster and the bill fell by 54 votes.
