These rules will create a procedural framework for implementing the ‘Online Gaming Promotion and Regulation Act’. S. Krishnan (IT Secretary) said that registration will not be required for most online games that do not involve money transactions. Monitoring will be initiated only under certain circumstances. However, registration for e-sports will be mandatory.

S. Krishnan said, “We wanted to keep the whole process as minimal as possible with regulatory interference. Most of the non-money games can be run without mandatory registration, so the whole process is voluntary.” “We are not forcing anyone to decide whether it is an online money game, online social game or e-sports,” he said. However, this will be determined in three situations. The first situation is when the authority itself takes cognizance of the matter. The second scenario is when e-sports games are included and the third scenario is when the Central Government may notify any specific category, which is not currently notified. He explained that the safety features of the users are also clearly defined in these rules. The act bans online real money gaming in India, while promoting e-sports and online social gaming. The Ministry has invited suggestions on these rules in October 2025.
