New academic session: Government directed to refund fees other than fixed fees

Kathmandu. The new academic session officially started in Nepal from today. Now the school level academic session will start from Baishakh 15 (April 28) every year as per Nepali calendar. Earlier the academic session started from Baishakh 2 (April 15).

However, the government had changed the date to curb the tendency of private schools to start the admission process before the completion of the annual examinations and keeping in mind the administrative and logistics problems like disruption in fuel supply. The government has also issued instructions to private schools to refund the illegally collected admission fees and other charges.

The Ministry of Education, Science and Technology had requested all local governments concerned to initiate legal action to ensure refund of admission fees charged contrary to rules and other fees not stipulated in the Institutional School Fee Determination Criteria Guide.

Meanwhile, the Supreme Court has also issued an interim order directing schools not to publish admission notices before the annual examinations are over, results are published and necessary educational certificates including marksheets are issued. This order was given under the Education Rules.

A single bench of Justice Balkrishna Dhakal ordered that the admission of the student be taken only after the academic session officially starts as per the education rules.

The court also stressed the need for coordination between examination results, academic calendar and certificate distribution and directed the bodies concerned to take action as per existing laws and submit written replies to the respondents within 15 days.
