This development has come to light after the first anniversary of the Pahalgam terror attack 2025, which took place on 22 April 2025 in Pahalgam. 25 Indian citizens and one Nepali citizen were killed in that attack.

On April 24, UP ATS arrested two alleged gangsters from Noida, who are accused of working on the instructions of handlers based in Pakistan and Inter-Services Intelligence. The arrested accused have been identified as Tushar Chauhan (alias Hizbullah Ali Khan, 20) and Sameer Khan. According to the police, both were caught on the basis of intelligence input. During the operation, a pistol, live cartridges and a knife were recovered from the accused. Officials say the arrest was part of a planned operation. The ATS claims that both the suspects were taking instructions by staying in touch through social media and other means and were potentially involved in reconnaissance and networking of sensitive locations.

According to sources, these accused were trying to influence the youth through Instagram and other social media platforms and connect them with their network. Investigating agencies claim that its purpose was to create an organized online network. According to the ATS, both the suspects were allegedly involved in planning activities like creating sleeper cells, conducting recce of sensitive places and target killing. Investigation has also revealed that they are said to be in contact with networks associated with names like Shehzad Bhatti and Abid Jatt. However, the agencies have clarified that these claims will be confirmed only after investigation. During the arrest, pistol, live cartridges and knife were recovered from the accused.
