Employees’ voice becomes louder, NC-JCM presents list of 15-point demands on 8th Pay Commission

New Delhi. Big demands have come forward from government employees regarding the 8th Pay Commission. The Standing Committee of NC-JCM (Staff Side) presented a detailed proposal of 15 major demands related to salaries, pensions, allowances and service conditions in its meeting held in New Delhi on April 28. These demands include many important issues ranging from restoration of old pension to fitment factor and leave encashment.

Demand for major changes in salary and promotion system

NC-JCM has demanded career growth of employees and improvement in salary structure. According to the proposal, at least 5 promotions should be ensured in 30 years of service. Apart from this, there has also been talk of giving two additional increments at the time of promotion and making the pay fixation more beneficial.

Biggest focus on pension and service benefits

The most important demands include the restoration of the Old Pension Scheme (OPS). Along with this, a demand has also been made to review the NPS and UPS system. Demands for pension revision, improvement in family pension, increase in gratuity and arrangement for regular pension revision in 5 years have also been raised. Besides, it has also been suggested to widen the system like OROP (One Rank One Pension).

Reforms in leave and facility rules

NC-JCM has demanded encashment of earned leave up to 600 days. Along with this, it has also been said to strengthen special provisions like child care leave, paternity leave, menstrual leave, medical leave and disabled care leave.

Major improvement in insurance and compensation

There has been a demand to increase the coverage of Group Insurance (CGEGIS) for employees and change in contribution rates. Apart from this, there is also a proposal to give ex-gratia amount up to ₹ 2 crore in case of accidental death during service.

Bonuses and other financial improvements

While making changes in the bonus structure, there has been a demand to fix it on the basis of basic salary and DA instead of limiting it only to the limit. Apart from this, a proposal has also been made to remove the 5% limit of compassionate appointment and give appointment in all eligible cases.

Demand for increase in allowances

There has been a demand for an increase of up to three times in HRA, CEA and risk allowances linked to Dearness Allowance (DA). Employees say that the existing allowances are not adequate in the face of rising inflation, hence they should be revised as per the actual needs.
