Strict action on noise pollution in Delhi; Provision for action and on-the-spot seizure within 72 hours implemented

The administration has now adopted a strict stance to control the increasing noise pollution in the capital Delhi. Under the new system, after receiving the complaint, prompt action will be taken without any delay. The administration has ensured that the investigation of complaints will be completed within three days, noise will be measured on the spot and if any violation of rules is found, fine will be imposed immediately, along with the equipment causing pollution will also be confiscated. This step has been taken by the Delhi Government by taking noise pollution seriously, so that the citizens get the right to live a life in peace and clean environment. Till now, due to time taken in resolving the complaints, effective steps could not be taken towards pollution control, but under this new system the action will be further intensified.

According to the new policy, if there is an increase in noise pollution levels in any area, officials will have to investigate the matter within three days and take immediate action. If violations of the rules are found, the guilty persons will be fined and their sound emitting devices will be confiscated. Under the new system, as soon as any noise related complaint is filed, the concerned team will have to reach the spot within 72 hours (three days) and investigate. The process of this investigation will no longer be limited to just one location. The investigation team will measure the noise level in the entire surrounding area to reveal the actual situation and ascertain the level of noise pollution in the entire area and not just at one location. This step has been taken to accurately identify and control the source of noise.

New system implemented with strict rules

Officials believe that the implementation of this new SOP will provide quick relief to the citizens and will help in controlling the pollution problem. Under the new process, every complaint will now be recorded in a systematic manner and will also be continuously monitored. This step will bring transparency in the working structure of the agency and will give confidence to the people that their problems are being resolved in the right manner.

According to agency officials, the objective of this SOP is not only to control pollution but also to resolve the complaints of citizens quickly, so that the problems caused due to pollution are reduced. Till now, many complaints related to pollution remained pending, which took time to resolve. Under the new SOP, each complaint will be dealt with on priority basis, and this will also improve the response time.

Keep a close eye on loudspeakers and music systems

Special monitoring will be done on noise-emitting equipment in residential, commercial and industrial areas. According to the new rules, if noise more than the prescribed limit is found at any place, a joint team of police and administration will take immediate action and the equipment causing noise will be confiscated on the spot. This step will help in controlling noise pollution, because now the action will not be limited to just issuing challans. Noise making equipment will be seized immediately and heavy environmental fines will also be imposed. Officials believe that this stringent step will put pressure on noise polluters, and force them to follow the rules.

To control noise pollution, there will now be a complete ban on the use of loudspeakers or loud devices without permission from 10 pm to 6 am. This step has been taken with the aim of maintaining night time peace in urban areas and providing a better environment to the citizens. Strict action will be taken if the new rules are violated, so that strict control can be achieved on noise pollution.

Noise limits are fixed for every area

Under the new policy, noise limits have been set for different areas. In industrial areas, the noise limit has been fixed at a maximum of 75 decibels during the day and 70 decibels at night. In residential areas this limit will be 55 decibels during the day and 45 decibels at night. At the same time, in the silence zone, noise more than 50 decibels during the day and 40 decibels at night will not be allowed. This step will prove important to maintain peace in urban life.

Under the new rules, special emphasis has been laid on making the noise level testing process transparent. The report will be prepared in the presence of the complainant, and complete information about the action will be given to the person concerned. This will ensure the complainant that all steps are being taken correctly and there will be no ambiguity.

Noise levels are being continuously monitored with the help of real time monitoring stations already active in the city. After the implementation of the new system, this system will play a more effective role. With this, immediate action can be taken if noise is found exceeding the noise limit.
