Using a system called ‘Cell Broadcast’

A voice message was also issued along with the SMS. This message is sent by the Government of India using a system called ‘Cell Broadcast’. It is designed to alert people immediately in emergency situations like earthquakes, floods, cyclones, etc. This alert is called “very serious alert”, as this is the category used for true emergencies. But it clearly states that this is just a test. There is no need to panic after seeing the message.

The system operates in 36 states and Union Territories

The Integrated Notification System (SACHET) developed by the Center for Development of Telematics (C-DOT), a premier research and development center of the Department of Telecom, has been successfully implemented by NDMA. The system is based on the Common Alerting Protocol (CAP) recommended by the International Telecommunication Union. The system is operational in all 36 states and union territories of India. Through this system, alerts related to calamities and emergencies are sent to mobile users through SMS.
