Big meeting of Haryana Cabinet, PGT recruitment and many policies approved, read full news in detail

Haryana News: Many important decisions were approved in the cabinet meeting chaired by Haryana Chief Minister Naib Singh Saini. While major decisions related to education, industry, transport and tax reforms were taken in the meeting, many policy changes were also made to promote development and investment in the state.

The biggest decision in the meeting was related to 3069 posts of Post Graduate Teacher (PGT). Giving relief to BC-A and BC-B category candidates, the Cabinet decided that under the notification dated 17 November 2021, all BC-A/BC-B certificates issued before 23 July 2024 will remain valid throughout the recruitment process. Along with this, a special provision was also approved to give opportunity to the eligible candidates of ‘Remaining Haryana Cadre’ on the vacant posts in ‘Mewat Cadre’, so that the shortage of teachers in the area can be removed.

New service rules approved

New service rules for the posts of Superintendent (Field Cadre) in the Higher Education Department have also been approved. Now these posts will be filled through promotion and deputation. Apart from this, amendment in HPSC (Group-B) State Service Regulations 1999 was also approved, under which the number of Superintendent posts has been increased from 5 to 7.

Will be able to switch to new pension scheme

Implementing the decision of the Central Government related to the Unified Pension Scheme (UPS), the Cabinet has approved to provide ‘one-time, one-way switch’ facility to the employees. Under this, state employees will be able to switch from UPS to Haryana New Pension Scheme once.

Clean fuel vehicles will be included

The final approval was given to the aggregator license rules in the NCR region in decisions related to transport and environment. Under this, from January 1, 2026, only CNG, electric and clean fuel vehicles will be included in the new vehicles of aggregators, delivery and e-commerce companies.

Provision for granting feasibility certificate

‘Make-in-Haryana Industrial Policy 2026’ has been approved to accelerate industrial development. In this policy, provision of uniform industrial promotion has been made in the entire state by abolishing the old A, B, C, D block classification. This includes capital subsidy, SGST reimbursement (30% to 70%), stamp duty concession and employment generation incentives. Women, Scheduled Castes, Disabled, Agniveer and ex-servicemen will be given assistance up to Rs 1.20 lakh per employee per year. A provision has also been made to give land feasibility certificate to investors in 45 working days.

Collective application by 50 entrepreneurs

The Cabinet has also approved a special policy for regularization of unauthorized industrial colonies. Under this, a collective application can be made by at least 50 entrepreneurs on more than 10 acres of land. Colonies built before October 3, 2025 will come under its purview and they will be provided facilities like roads, water, electricity.

The condition of 12 meter wide road applies

Along with this, the policy of sub-division of industrial plots and regularization of illegally divided plots in the municipality area has also been approved. The condition of minimum acre area and 12 meter wide road will be applicable, while the minimum size of sub-divided plot will be 500 square yards.

Complete exemption from registration fees

To promote dairy farming, approval has been given to give ‘Shamlat Deh’ land on lease for 3+5 years to self-help groups. Apart from this, the Integrated Manufacturing Cluster being developed at Hisar Airport under Amritsar-Kolkata Industrial Corridor has been given complete exemption from stamp duty and registration fees.

28.50 km long metro line

Approval has also been given to increase the revised cost of Gurugram Metro project from Rs 5,452.72 crore to Rs 10,266.54 crore. This will be a 28.50 km long metro line, which will include 27 stations.

Dues, interest and penalty will be waived

Apart from this, ‘One Time Settlement Scheme 2026’ has been approved for settlement of pre-GST tax cases, under which the entire dues, interest and penalty will be waived in cases up to Rs 1 lakh. About 13,374 taxpayers will get relief of about Rs 1591 crore from this scheme.

Amendment in PGT recruitment structure

The government has also approved ‘Shri Khatushyam Chulkana Dham Shrine Board Ordinance 2026’ at Chulkana Dham in Panipat. Also, it has been decided to give equal opportunities to the eligible candidates by amending the PGT recruitment structure of Mewat cadre and remaining Haryana cadre.
