Prime Minister Narendra Modi has come straight into full action mode after returning home from his very successful and busy tour of five countries (UAE, Netherlands, Sweden, Norway and Italy). Immediately after reaching Delhi, a very important and marathon meeting of the Union Council of Ministers was called under the chairmanship of the Prime Minister on Thursday, 21 May.

At present, the echo and murmur of this meeting is the loudest in the political corridors of the country. This is because in this high-profile meeting, the ‘report card’ of the work of all the ministers was directly opened and placed on the table. This mid-term review, which took place just before the completion of the two-year term of the NDA-3 government at the Centre, has now fueled speculations of a major cabinet reshuffle in the capital.

On what basis was the list of ‘Top-5’ and ‘Bottom-5’ made, why did ministers lose sleep?

According to reports coming out from within the ministries, this high-level meeting which lasted for about four hours was not just a general or formal discussion. In this, the performance of all the ministries of the country was closely audited and X-rayed. During the meeting, Cabinet Secretary Rajiv Gauba and Vice Chairman of NITI Aayog made a detailed presentation before everyone about various government reforms and the work done on the ground by the ministries.

In this meeting, mainly two major parameters were used to decide the ranking of ministries. The first parameter was ‘disposal of files’, that is, in which ministry the government files are moving at what speed or where they are stuck in the matter of Babushahi. The second biggest parameter was ‘Public Grievances’, that is, how slow or prompt has been the attitude of which ministry in resolving the complaints and problems of the general public.

On the basis of these strict standards, a clear list of the ‘Top-5’ ministries doing the most excellent work in the country and the ‘Bottom-5’ ministries performing the worst and worst was presented before the Prime Minister. Although the government has not yet officially opened the suspense regarding the names of these poorly performing ministers, but after this list was revealed to the cabinet, the heartbeats of many veterans have definitely increased.

Putting special focus on ‘Ease of Living’, he said that the ultimate goal of every new reform and every new initiative of the government should be to make the life of the common citizen of the country easier. As a final warning to all the ministers, the PM also reminded that ‘Developed India 2047’ is not just a political slogan or an election promise, but it is an unwavering and sacred commitment of this government towards the people of the country.
