Modi government’s report card leaked, hunter of review on ministers’ performance, PM Modi strict on VIP culture

In a high-profile meeting of the Council of Ministers chaired by Prime Minister Narendra Modi, the complete outline of the functioning of all the ministries was laid bare. In this marathon meeting held just before the second anniversary (June 9) of the Modi 3.0 government, the ‘Report Card’ of the performance of the year 2025 was presented under a very modern and new ‘Assessment System’ prepared by the Cabinet Secretariat. In this strict evaluation, while the ministries doing best work were praised, the poorly performing departments were given a stern warning. Along with this, PM Modi has curtailed the VIP culture and tours of ministers to stop wastage of government money. New assessment system: Know by which formula the performance of the ministries was decided in 2025. Under this new assessment system of the Cabinet Secretariat, the functioning of the ministries was reviewed in a very precise and scientific manner. During the meeting, Cabinet Secretary T.V. Somanathan placed on the table a detailed scorecard of all ministers and ministries. During this time, many top bureaucrats and senior officials of the country including NITI Aayog member Rajiv Gauba were present, who drew a complete blueprint on how to speed up the pace of government work and make it more accessible and transparent for the common citizens. Ministries were judged on these four strict parameters: It was not just about paper work. This time, to give numbers to the ministries, not only their routine or core work was made the basis, but their activism during global and internal crises was considered the main parameter: Public Grievance Redressal: How quickly and effectively which ministry resolved the problems and complaints related to the general public. File Management: Who showed how much promptness in resolving the biggest problem of government offices i.e. ‘stuck files’. Strategic Acumen: Who made the most accurate and far-sighted suggestions in inter-ministerial disputes or matters. Crisis Management: How the country’s economic and strategic interests were protected amid a serious global crisis like the ongoing war in West Asia (Middle East). Best and Worst Performers: List of top scorer ministries revealed. In this tough test, while some ministries won with their excellent performance, the departments which did not give results as per expectations have been given an ultimatum to immediately rectify their shortcomings. Although the names of the worst performing ministries have not been officially made public, the list of top scoring ministries is as follows: Ministries Top Category Performance Ministry of Consumer Affairs Quick redressal of grievances of the general public and excellent management of the West Asia crisis. Record breaking speed of disposal of files in Coal Ministry offices and excellent departmental management. Ministry of Energy To ensure energy security in the country and meet the set targets within the time limit. Health Ministry: Expansion of health facilities across the country and excellent leadership on the policy front. In this serious meeting that lasted for more than four hours, Prime Minister Narendra Modi advised the ministers to completely leave the VIP culture and work on the ground. PM Modi has issued several strict instructions to save the country’s money: ‘No entry’ on foreign tours: There is almost a ban on foreign tours of ministers. Now no minister will go on a foreign trip unless it is absolutely essential for the interest of the country or the future of India. Ministers’ convoys will be smaller: Orders have been given to immediately reduce the size of the big convoys accompanying ministers’ vehicles on the roads. The government may soon start a big campaign against VIP culture. International Summits Cancelled: To prevent wasteful expenditure from the public exchequer, many upcoming international meetings, such as the Africa Summit and high-level meetings of the ‘Big Cat Alliance’, have been postponed or canceled for the time being. Energy crisis and emphasis on alternatives: In view of the tensions in West Asia and the ongoing diplomatic standoff in the ‘Strait of Hormuz’, the PM has directed ministers to increase the use of biogas and renewable (solar and wind) energy in mission mode. What is the meaning of this ‘report card’ for the people of the country? Generally, common citizens are troubled by the delay in government departments and the busy schedules of the babus. But this new ‘report card system’ of the Modi government has given a direct and strong message to the entire bureaucracy and ministers that your position and influence in the government will be decided only by your ‘performance’. With this system, the benefits of government schemes will reach the public directly without any middleman or delay. Apart from this, crores of rupees of the country saved by curbing the wasteful expenditure of ministers can be spent directly on infrastructure, roads, hospitals and development works.
