Village heads of UP got a big shock! As soon as the tenure ended, the government took away these big rights
A big news related to the politics of rural areas of Uttar Pradesh is coming out. The government has implemented a completely new system to continue the functioning of the Gram Panchayats in the state after their tenure ends. Under this new decision, the Yogi government has decided to hand over the responsibility as administrators to the outgoing village heads. However, before the Pradhans can be happy, the government has imposed some important conditions and restrictions on their rights, due to which their hands have been tied to a great extent.
According to the new government guidelines, the village head, who is now holding the position of administrator, will not be able to start any new development work in the village without the permission of the district administration. Let us explain to you in simple language what is going to change in the villages due to this decision of the government.
Now Pradhan will be able to take care of only the old works
Under this new system issued by the government, the rights of the heads who have become administrators have been greatly limited. Now he will be able to make payments and monitor only those works which have already been approved during his tenure or whose work is already underway on the ground.
That is, the Panchayat projects which are already under construction or the schemes which have been approved will be allowed to be completed, but starting any new project will now be completely out of the jurisdiction of these administrators turned Pradhans.
You will have to go through offices to start a new job.
After the end of the tenure, if there is an urgent need for development work like building a new road in a village, constructing a drain, installing interlocking tiles or reboring a hand pump, then now one will have to go through a long process for the same.
Now for any such new work, the village head (administrator) will first have to send a proper proposal to the district administration through the concerned officials. Only after the work gets final approval from the district administration, the work can be started in the village. With this step of the government, now the district administration will directly keep a close watch and monitoring on the development works of the villages.
Government imposed complete ban on major policy decisions
Not only this, the UP government has also made it completely clear in its order that Pradhan, who is playing the role of an administrator, will not be able to take any kind of policy decision. Even if any special situation or emergency arises in the village, they will not be able to take any decision at their level. Even in such a situation, they will have to follow the prescribed government procedure and make a proposal for their demand and send it to the district administration.
Why was this decision taken?
On this whole matter, experts on Panchayati Raj matters believe that the government has a big motive behind implementing such a system just before the Panchayat elections. Actually, the government wants that there should be complete transparency in the use of public funds before the elections and any kind of financial irregularity or scam can be prevented. The direct objective of the administration is to monitor the expenditure of every penny and development works done in the Panchayats in a very systematic and impartial manner.
Expectations dashed, role limited
It is noteworthy that after the end of the tenure of the Gram Panchayats, many village heads had the hope that when they were being made administrators, they would continue to conduct all the work of the Panchayat with the same pomp and show as before. However, this new and strict order of the government has dashed these hopes. Now their role is only in name and for every small or big new decision they will have to completely depend on the approval of the district administration.
