Now common people will be able to stay in the luxurious bungalows of officers in Bihar, such is the preparation of the Samrat government.

Bihar News: The Samrat Chaudhary government of Bihar is working on a very ambitious plan to take tourism in the state to a new height and make better use of government assets. Under this new policy, preparations are being made to change the appearance of a total of 217 inspection buildings under the control of the Water Resources Department. All these buildings will be developed as modern guest houses and excellent tourist centres. The biggest and special thing about this scheme is that now not only VIPs, ministers or senior government officials will stay in these luxurious buildings, but tourists coming from India and abroad and common citizens of Bihar will also be able to stay by paying the fixed fare. With this step of the government, a big change can be seen in the tourism sector of the state.

Preparation is in final stage

According to the arrangement till now, these inspection buildings were mainly used for the stay of ministers, public representatives and only during the visits of senior administrative officers. Because of this, these luxurious buildings remained completely vacant for most of the months of the year and the government spent a lot of money on their maintenance. The government has now decided to change this situation. To make proper and useful use of these vacant properties, preparations are in the final stages to open them to the general public. This will not only help in better maintenance of these historical and beautiful buildings, but the common people will also get a new option to stay in very beautiful places.

Complete work will be done on Public Private Partnership model

To implement this entire scheme on the ground, Bihar government is going to take the help of Public Private Partnership i.e. PPP model. The responsibility of operation, management and daily maintenance of all these 217 buildings will be completely handed over to private agencies. For this, the government will select qualified and experienced companies through the tender process. These private agencies will develop all the modern amenities like good beds, internet, cleanliness and good food arrangements as per today’s time in these outdated inspection buildings. In return for all these facilities, a fixed and reasonable fee will be charged from tourists and common citizens, so that people will be able to enjoy better facilities even in low budget.

These beautiful buildings are located on the banks of rivers and dams.

Most of these inspection buildings of the Water Resources Department are located in very beautiful and peaceful areas naturally. Many of these buildings were built very near the banks of large rivers, protective embankments, large dams and huge reservoirs. The natural beauty of these places is so amazing that it can fascinate any tourist. After the new changes, when tourists stay in these rooms, they will be able to see a picturesque view of greenery, flowing rivers and reservoirs from their windows. The government’s plan is not limited to just providing accommodation at these places, but huge possibilities are also being explored to start recreational activities like water sports, boating and other adventure sports near many big reservoirs and rivers.

Employment and business will get new momentum at local level

Senior officials of the department have full confidence that when modern hotel-like facilities will be available in these government buildings, then these places will very soon become the main center of attraction for tourists. With the increase in tourist inflow, new and bigger employment opportunities will be created for the youth at the local level. Local people will get work in the form of hotel management, guides, cooks, and cleaning workers. Along with this, small businesses like local markets, small shopkeepers, handicraft artists and taxi drivers around these tourist centers will also get huge economic benefits, which will give a new strength to the rural economy.

Additional revenue will come to the government treasury

With the implementation of this new system, Bihar government is going to get huge benefit in two ways. The first benefit will be that the government will earn a fixed and additional revenue every year from the commercial use of these buildings. The second major advantage will be that the government expenditure on repair and maintenance of these buildings every year will be completely eliminated, because this responsibility will now be of private companies. However, the main objective of the government is not just to increase its income, but to make the government assets which have been neglected and underutilized for years, completely useful and vibrant in the public interest.

Fifteen crore rupees are spent every year on maintenance.

According to the data received from the Water Resources Department, at present the government has to spend a huge amount of about fifteen crore rupees every year on the maintenance and security of these 217 inspection buildings. Despite spending such a huge amount, many buildings are falling into disrepair due to lack of maintenance. Government survey has revealed that out of the total buildings, there are about 58 buildings which are no longer habitable or even worth repairing. The government has decided that these dilapidated structures will be completely demolished and new modern and strong buildings will be constructed in their place. As per the plan for the first phase, a detailed proposal has been prepared to hand over all the identified buildings to the private sector under PPP model on long lease for the next thirty years. If this entire scheme gets final approval from the Cabinet, then it will emerge as a completely new and unique model in the entire country for the proper and public interest use of government properties in Bihar.
