New update on land registry in Bihar, government implemented new rules
Patna. A major change has been made in the registration process for those buying and selling land in Bihar. While updating the land registration system, the state government has implemented many new rules in government land rates, fees and online process. The purpose of the new system is to increase transparency in land related matters and to stop wrongful registration.
Revision in government land prices
Under the new system, the minimum price of land has been re-determined in different areas. The government price of land in urban areas has been increased by almost 2 times. Whereas in rural areas the government rate of land has been increased by about 1.6 times. Now, during land registration, stamp duty and registration fee will be calculated on the basis of this new increased government value.
New system of registry fee
The government has implemented new rates of stamp duty for registration of land or property. In cases of normal buying and selling, fees will have to be paid as per the prescribed rate. Whereas in some special circumstances, such as transfer of property from a man’s name to a woman’s name, relief in duty has been given. In other property transfer cases including deed of donation, fees will be charged as per the new rates.
Report will have to be given in 10 days
In the new system, a time limit has been fixed for examining applications related to land. The concerned officer will have to investigate the condition of the land and submit a report within the stipulated period. If no problem is revealed during scrutiny then the application will be sent for further processing. The applicant will also be able to get this information through mobile message.
Now registration will be done after online verification
The online system has been further strengthened to make the land registry process secure. Now before registration, information related to land will have to be entered through digital medium. This will include the location of the land, account, khesra, jamabandi and other important details. After the application is submitted, the concerned officer will investigate it.
What benefit will people get from the new system?
With the implementation of the new system, transparency in the purchase and sale of land is expected to increase. Reducing the difference between the official price and the actual market price can prevent mispriced transactions. Apart from this, increase in the government price of land may also affect the compensation received during land acquisition in future. Those taking loan from banks can also get the benefit of better valuation of land.
