Controversy over Delhi’s ₹17.70 crore security tender, government sets up inquiry committee

Amidst the investigation into the alleged Rs 650 crore CPA (Central Procurement Agency) scam in the Health Department of Delhi Government, questions are now being raised on the tenders issued in government hospitals. In this sequence, the security manpower tender of Loknayak (LN) Hospital worth ₹ 17.70 crore has come into controversy. Considering the seriousness of the matter, the government has constituted a high-level inquiry committee and ordered an investigation.

What is the whole matter?

According to the information, a tender was issued on GeM (Government e-Marketplace) portal under bid number GEM/2026/B/7338438 on April 2, 2026 for the availability of security personnel for one year. The estimated cost of this tender was fixed at ₹17,69,86,478.

Allegations of irregularities in technical evaluation

During the tender process, allegations were made that rules were ignored in the technical evaluation in order to benefit some agencies. The complaints state that there were alleged irregularities in experience certificates, annual turnover, eligibility conditions and evaluation of manpower capacity, thereby affecting fair competition.

Government constituted high level investigation committee

After the growing controversy, the Health Department constituted a high-level inquiry committee on 17 June 2026. The committee has been instructed to review the technical evaluation process of the entire tender and submit a detailed report. Further action will be decided on the basis of the investigation report.

Questions raised on transparency of health department

According to sources, during the investigation of the CPA case, information about possible irregularities in many other procurement and contracting processes has also come to light. In such a situation, this case of LN Hospital is raising new questions on the transparency and accountability of the tender process of the Health Department.

What next?

If the allegations are found true in the investigation, there is a possibility of strict action against the concerned officers and agencies. At present, all eyes are on the report of the inquiry committee, which will decide whether rules were actually violated in the tender process or not.
