At least one successful entrepreneur in every village
The main objective of the campaign is to create at least one successful entrepreneur in every village in Maharashtra, transforming rural areas into major hubs of business and progress. ‘MACCIA’ aims to create 36,000 Rural Micro Entrepreneurs (RMEs) in all the 36 districts of the state from 2026 to 2031 through ‘Gaon Attal Entrepreneur Incubation Council’. This landmark scheme will create over 1,44,000 sustainable local jobs in rural areas and is expected to generate an economic turnover of Rs 3,600 crore annually from the third year of the campaign. Along with this, 300 social entrepreneurs will also be trained and established to promote rural entrepreneurship on a large scale.
Using the hub-and-spoke model
Although the rural areas have contributed greatly to the economic progress of Maharashtra, many rural families still lack the means of sustainable livelihood. Despite the immense potential of village youth, women, farmers and members of self-help groups, they face difficulties in accessing capital, markets, proper guidance and government schemes. In this background, ‘MACCIA’ has conceptualized this campaign to create a new ‘Village Industry Revolution’ on the lines of Green Revolution and Light Revolution in the country. An advanced hub-and-spoke model will be used to implement the campaign, with special community access centers set up at the district and taluka levels. In the first phase, the campaign will be launched on a pilot basis in 5 districts of Western Maharashtra namely Kolhapur, Pune, Sangli, Satara and Solapur, aiming to empower 5,000 rural micro-entrepreneurs.
A movement to make rural Maharashtra independent
Elaborating on the importance and vision of this campaign, the newly appointed President of ‘MACCIA Mr. Ravindra Mangave said, “Our vision is to transform the economy of every village in Maharashtra. ‘Gaon Attali Pradhan’ is not just a campaign but a big movement to make rural Maharashtra truly self-reliant. Our main goal is to make the first generation rural youth and women job seekers and not just job seekers. Through this we bring together the government, financial institutions and the corporate sector on a single platform. Bringing industry and employment to the last element of rural areas, which will go a long way in stopping migration to cities.”
‘Atmanirbhar Maharashtra’ in real sense
Agriculture and complementary businesses, food processing industry, handicrafts, small scale industries and digital services will be mainly focused under this campaign. Rural micro-entrepreneurs will be given all kinds of assistance through a ‘single-window’ system for business planning, credit provision, market linkages, branding, licensing and technology adoption. Awareness and capacity building programs will be organized at the village level through ‘Udyog Vichar Manch’, which will make it easier to find grassroots entrepreneurs. MACCIA has called upon various corporates, financial institutions and technology partners to come together to make this campaign a success. It was expressed in this ceremony that due to these all-round efforts, the concept of ‘Atmanirbhar Maharashtra’ will become a reality in the real sense.
