Bihar government will stop the arbitrariness of coaching centers, fine of lakhs will be imposed for charging excessive fees

Bihar New Coaching Rules: The state government is going to take a big step to curb arbitrary and capricious fee collection by coaching institutes in Bihar. Preparations to bring a very strict and new coaching policy at the education department level are in the final stages. The main objective of this new policy is to free students from the mental and financial pressure of coaching centers.

Under this policy, the government is going to constitute a special control and regulation authority to completely control and operate the coaching centers. If any coaching institute is found ignoring or violating the rules of this new policy, then a heavy fine ranging from Rs 2 lakh to Rs 5 lakh will be imposed on it. To prepare the blueprint of this entire policy, the Bihar government is currently studying the successful coaching policy of the Rajasthan government in depth so that the rules can be made completely practical.

There will be a ban on collecting fees for the entire year at once

At present, big name coaching institutes collect huge fees in advance from students and their parents in one go or in maximum two installments for the whole year. After the implementation of this new coaching policy of the government, this kind of arbitrariness will be completely stopped. Now no institute will be able to demand fees for the entire year from any student. In any case, coaching institutes will have to give students the option of paying fees in easy monthly or quarterly installments.

Apart from this, after the start of the course, no institute will be able to increase its fees in any way. Under the new system, all coaching centers will also have to submit a written affidavit to the constituted authority. If a student leaves his studies midway due to any reason, the coaching institute will have to immediately refund his fees, hostel and mess amount for the remaining period without any hesitation or hassle.

Restrictions on studying more than 5 hours and new rules

For the convenience of students and their better mental health, many strict rules are being added to this policy on the lines of Rajasthan model. Now no coaching center will be able to teach students for more than five hours in a day. Along with this, it will be completely mandatory to give weekly leave for both students and teachers one day a week.

On the next day of this weekly holiday, coaching institutes will not be able to organize any kind of test or examination so that children can get the full benefit of the holiday. To reduce the mental stress of children, it will be necessary to have a professional psychologist in every coaching center, who will help the students through counseling from time to time. Apart from this, there will be a complete ban on creating different special batches or star batches in coaching on the basis of children’s intelligence or numbers so that children do not develop inferiority complex.

Coaching centers will be shifted outside the city to avoid crowd

The government is also preparing a big master plan to deal with the serious problem of jams and congestion caused by the large number of coaching institutes in urban areas. Under this, in the coming time, a decision can be taken to move big coaching institutes to designated areas outside the main and busy areas of the city. According to the new rules, there should be adequate seating arrangement for children even inside the classroom, in which it is very important to have at least one to one and a half meter space per student. Along with this, it is being made completely mandatory for all the small and big coaching institutes running in the state to register themselves with the government, the institutes running without registration will be considered illegal.
