During the discussion on the Anti Paper Leak Bill in the Lok Sabha, opposition leader Rahul Gandhi supported the students’ movement and said that their anger was completely justified. He said that the youth of the country want respect and their voice should be heard seriously.
New Delhi: During the monsoon session of Parliament, there was a huge uproar in the Lok Sabha during the discussion on ‘Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026’. Controversy arose during the speech of Congress MP and Leader of Opposition in the Lok Sabha, Rahul Gandhi, when he used words like ‘idiot’ and ‘blind devotee’ in his address.
While discussing the Anti Paper Leak Bill, Rahul Gandhi supported the protests of the students and said that there is a need to understand the anger of the youth. However, the ruling party objected to some of his words and the debate intensified in the House.
Rahul Gandhi justified the students’ protest
During the discussion on the bill in the Lok Sabha, Rahul Gandhi said that it is natural for students to be angry over issues like paper leak. He said that the youth of the country expect respect, transparency and a better future. Rahul Gandhi said that there was no hatred in the students’ movement but concern about their rights.
He said that these youth will prepare the future of the country and hence their problems should be seriously discussed. Appealing to the ruling party, he said that BJP leaders should also introspect on this issue and raise questions at their level.
Controversy started in the House on the word ‘blind devotee’
During his speech, Rahul Gandhi mentioned different sections to explain the perspective of students and youth. During this time he used words like ‘student’, ‘idiot’ and ‘blind devotee’. As soon as he uttered the word ‘blind devotee’, the MPs from the ruling party raised objection. After this, noise started in the house.
Union Minister Kiren Rijiju questioned Rahul Gandhi’s use of this word. He said that this word is unparliamentary and should be removed from the proceedings of the Lok Sabha. Rijiju asked the Speaker to intervene in this matter.

After the objection from the ruling party, Rahul Gandhi said that as soon as he starts speaking, there is disruption in the House. He said that every time he speaks, ministers stand up and questions are raised. Rahul Gandhi questioned whether only BJP leaders have the right to speak in the country. He also talked about giving importance to the voice of the opposition.
Earlier on Wednesday, as soon as the Parliament proceedings began, the Question Hour in the Lok Sabha was affected due to the uproar by the opposition. After the House proceedings began at 11 am, Lok Sabha Speaker Om Birla congratulated India’s medal winners at the Commonwealth Games 2026 held in Glasgow. After this, the Question Hour started, but the opposition MPs started raising slogans against the police action during the protest against NEET-UG paper leak at Jantar Mantar on July 20.
Speaker Om Birla appealed to the opposition
Lok Sabha Speaker Om Birla appealed to the opposition MPs to run the proceedings of the House smoothly. He said that Question Hour is important for MPs and through this, answers are sought from the government. He said that many MPs have requested him that the Question Hour should not be interrupted. He appealed to the opposition to return to their seats and participate in the discussion.
The Speaker said that the opposition has been given ample opportunity to present its views on every issue, but disrupting the Question Hour is not in accordance with parliamentary traditions.
