New Delhi. The case of alleged misappropriation of offerings and donations in Shri Ram Janmabhoomi temple of Ayodhya is now going to reach the Parliament. After continuous pressure from Samajwadi Party, a consensus seems to be emerging among the opposition parties to raise this issue in Parliament. According to opposition leaders, a demand for discussion on this matter will be made in the Lok Sabha on Thursday. There is a preparation to raise the issue in the Rajya Sabha also after the completion of the proceedings on the related bill.
SP has been raising this issue in the meetings of opposition parties for the last several days. The party says that this is not just a matter related to the money of the temple, but a question related to the faith of crores of devotees and the transparency of the donations given by them. On Wednesday, SP MPs also demonstrated in the Parliament complex.
1. Why is the issue being raised in Parliament
The main question of the opposition is how the alleged irregularities took place in the system of counting, securing and depositing the offerings and donations received from the devotees in the temple in the bank.
Opposition parties including SP are demanding answers from the government and the temple trust in this matter. He says that people who donate have the right to know how the money and items donated by them are accounted for.
SP MP Ram Gopal Yadav has said that the matter is related to the faith of crores of people in the country and the world and the account of the money said to be missing should come out.
2. How did the controversy start?
The matter came to light in June when former temple employee Mahipal Singh alleged irregularities in the process of counting offerings.
After this, former Ayodhya MLA and SP leader Pawan Pandey claimed that there has been alleged misappropriation of more than Rs 7 crore in the temple offerings. Later, SP President Akhilesh Yadav also raised this issue prominently. According to reports, the initial allegations were related to the process of counting and safekeeping of cash offerings at the temple.
3. What came to light in the SIT investigation
Following the allegations, the Uttar Pradesh government constituted a three-member Special Investigation Team or SIT. The investigation team examined the CCTV footage related to counting of temple offerings and the role of the employees. Around 70 suspicious incidents were mentioned in the preliminary investigation of the SIT. According to reports, some employees were suspected of taking out cash by hiding it in clothes, pockets and shoes during counting. Many shortcomings related to security arrangements were also pointed out in the investigation. These included inadequate frisking of staff entering and exiting the counting center and lack of checking of personal belongings.
4. FIR against eight people
After the preliminary report of the SIT, Ayodhya Police registered an FIR against eight people. The case was registered in Shri Ram Janmabhoomi police station area. The FIR was registered on the complaint of temple trust member Krishna Mohan. The charges included provisions related to theft, embezzlement and misappropriation of donated cash and other items. During the investigation, information about the arrest of eight people came to light. In this case, questions were also raised regarding the administrative responsibility of the then officials of the Trust.
5. Pressure on trust officials also
After the controversy escalated, the then general secretary of Shri Ram Janmabhoomi Teerth Kshetra Trust, Champat Rai, and senior trustee Anil Mishra resigned. However, Champat Rai later termed the allegations as baseless and said that he would give a point-wise reply to the allegations leveled against him. He rejected the personal allegations. Administrative and monitoring shortcomings in the SIT investigation were also considered significant.
6. How much amount of alleged misappropriation?
Different claims have come forward in this matter. SP leader Pawan Pandey had alleged alleged misappropriation of more than Rs 7 crore. Many suspicious incidents have been mentioned in the reports related to the investigation during the counting of offerings. During the investigation, reports of recovery of cash worth Rs 80 lakh have also come to light. However, the total amount alleged and determination of final financial loss will become clear only after the investigation is completed. Therefore, the total amount claimed by the opposition cannot be considered as the finally certified amount at present.
7. Change in the system of counting offerings
After the controversy, the temple trust has made changes in the system of counting the offerings. In the new system, emphasis has been laid on increased monitoring of bank officials, additional security measures in the checking and counting process of employees. According to reports, the system of counting cash in two shifts was started under the supervision of State Bank of India. Apart from this, steps like ban on use of mobile phones in the counting process and additional checking have also been taken.
8. political attack of opposition
SP says that devotees from all over the country have contributed in the construction of Ram temple and related activities. In such a situation, any kind of irregularity in the amount of offering is a serious matter. SP President Akhilesh Yadav has also made a political attack on BJP and the government regarding the matter. He alleged that the alleged theft of offerings in the temple has affected the sentiments of devotees living in the country and abroad. Congress has also demanded a more comprehensive investigation into the matter. The party had demanded an investigation under the supervision of the Supreme Court.
9. SP pressure in India alliance
SP is continuously discussing with opposition parties to raise this issue in Parliament. According to opposition leaders, inclusion of the Ram Temple offering controversy among the major issues was also discussed in the meetings of the India Alliance. SP’s effort is that the matter should not be limited to Uttar Pradesh only, but an answer should be sought from the government in Parliament. The strategy of the opposition parties also includes issues related to NEET exam and paper leak along with the Ram temple offering controversy.
10. Why important before UP elections
Assembly elections are to be held in Uttar Pradesh in 2027. Ayodhya and Ram Mandir have already been major issues in the politics of the state. In such a situation, the controversy related to temple offerings has also become politically important. SP wants to raise this as an issue of accountability against BJP. This issue is also important for the opposition because Ram Temple has held a prominent place in BJP politics and electoral politics of Uttar Pradesh for a long time. Now the opposition is trying to corner the government regarding financial management and transparency related to the temple.
11. The side of government and trust is also important
Amid the controversy, it is also important that allegations of alleged misappropriation of offerings be kept separate from the findings of the investigation. The SIT has prima facie indicated financial irregularities and security lapses in some cases, but the final determination of the full amount alleged is still a matter of investigation. Steps related to financial management, audit and administrative monitoring have also been taken by the Temple Trust. The Trust has rejected many aspects of the allegations and said action will be taken on the basis of investigation.
12. What can the opposition demand in Parliament
The opposition can mainly raise these questions in Parliament:
* Who was responsible for monitoring the counting of offerings in the temple?
* How did such huge lapses occur in the security of cash and other donations?
* How much amount of irregularities did the SIT find?
* How much money or other items have been recovered so far?
* What was the role of the people arrested in the case?
* What is the administrative responsibility of the office bearers of the Trust?
* What is the arrangement for independent audit of donated funds?
* Why should not the complete account of donations coming from India and abroad be made public?
* What new system has been implemented to prevent such incidents in future?
13. The matter is not limited to donations only
The opposition is not looking at this matter merely as alleged theft by a few employees. His argument is that the monitoring system and accountability of the temple administration should also be investigated. This is the reason why the opposition in Parliament is preparing to raise questions related to administrative responsibility, functioning of the trust and financial transparency.
14. Eyes fixed on the outcome of the investigation
Now the most important question in the whole matter is the final conclusion of the investigation. Further action will be decided on the basis of CCTV footage, suspicious transactions, recovered cash and the role of the accused employees revealed in the SIT investigation. It is also yet to be clear from the investigation what was the total amount of alleged embezzlement and how many people were involved in it.
15. test of political influence
Being a case related to Ram Temple, this controversy has different political sensitivity than the cases of general financial irregularities. The opposition is making it an issue of trust and transparency of the devotees, while the action of the investigating agencies is expected to reveal the legal aspects of the case. After the issue is raised in Parliament, it will be important to see what answer the government and the temple trust give to the opposition’s questions and what information is placed before the House about the progress of the investigation.
