An investigation report into the deadly explosion at the Baotou Steel Plant in China’s Inner Mongolia, which killed 10 people, has uncovered serious safety flaws. Seven employees have been arrested and several officials have been recommended for action.
Bao: The investigation report into the massive explosion at the Baotou Steel Group industrial plant in China’s Inner Mongolia Autonomous Region has revealed several serious flaws. According to the official report, the main causes of the accident were neglect of safety standards, poor equipment maintenance, design flaws, and poor regulatory oversight.
The explosion killed 10 people and injured 84. Based on a detailed investigation launched after the accident, seven employees have now been arrested and legal action has been recommended against several others.
Corrosion caused leakage in pressure vessels
According to a report released by Inner Mongolia’s Emergency Management Department, the explosion originated from corrosion within a steam storage pressure vessel. Investigations found that the tank’s inner wall had been corroded for a long time, leading to a leak and subsequent massive explosion. Experts said that timely inspection and maintenance could have prevented the accident.
Debris spread over five kilometres
The explosion was so powerful that debris spread over a radius of approximately five kilometers. Numerous pieces of metal fell onto railway tracks, disrupting local train services. People living in nearby areas reported loud explosions and vibrations. Authorities immediately launched relief and rescue operations, and the injured were rushed to hospitals.
Security management failures at multiple levels
The investigation report stated that the accident was not solely the result of a technical fault, but rather a combination of failures in safety management at multiple levels. The report cited inadequate plant maintenance, construction defects in equipment design, poor adherence to safety regulations, inadequate risk management, and poor emergency preparedness. It specifically noted that safety procedures were not being effectively followed at the plant and regular inspections were inadequate.
Questions also raised on the role of local administration
The investigation report questions not only the plant management but also the role of administrative officials in Baotou City and Kundulun District. According to the report, relevant government agencies failed to effectively comply with their regulatory obligations. Consequently, disciplinary action has been recommended against 62 individuals, including several local officials. Furthermore, the local administration has submitted a written self-reflection report to higher authorities, acknowledging its responsibility.
Seven employees arrested
Kundulun district prosecutors have approved the arrest of seven plant employees. Investigating agencies have also recommended further judicial investigations against six others. The report states that the process of holding those responsible for the accident accountable will continue, and additional legal action will be taken if necessary.
The plant manufactures products related to rare metals
This plant of Baotou Steel Group produces alloy steel products containing rare earth metals such as lanthanum and cerium. These products are widely used in railways, shipbuilding, defense equipment, and other heavy industrial sectors. The plant is considered a key part of China’s strategic industrial infrastructure.
The group has been embroiled in security breaches before.
Baotou Steel Group is one of China’s leading state-owned companies, but it has faced criticism for its safety standards in the past. According to a previous report by China’s Ministry of Emergency Management, 20 industrial accidents occurred at the company between January 2016 and September 2022, resulting in a total of 28 deaths. The ministry also stated at the time that the company had not developed effective and strict safety systems to prevent risks. Many corrective measures proved only temporary, and even the regulations implemented were not fully followed.
Industrial accidents continue to occur in Inner Mongolia.
The Baotou Steel Plant accident is part of a series of industrial accidents in Inner Mongolia in recent months. Recently, a tunnel collapse at a compressed air energy storage project in the Ulanqab region killed four people and injured six others. Previously, a truck carrying ammonium nitrate exploded in the Shilingol region, killing two people and injuring several others. In March, an explosion at a nitration workshop in Alasha League also killed two people.
Questions raised again on industrial safety
A series of industrial accidents has raised renewed questions about the safety system of heavy industries in China. Experts believe that technological improvements alone will not suffice; a safety culture, regular inspections, transparent monitoring, and a strong accountability system are also essential.
