Good news announced! New rules issued for transfer of teachers in Bihar
Patna. There is news of great relief for the government teachers of Bihar. The Education Department has issued new guidelines to effectively implement the Teacher Transfer Rules 2026. Under the new system, now the entire process of teacher transfer will be completely digital and all applications will be accepted only through the e-Shikshakosh portal.
Now the transfer process will be online only
According to the new guidelines, every process related to teacher transfer will be completed through the special transfer module being developed on the e-Shikshakosh portal. Complaints sent through offline application, letter or any other means will not be considered. This will increase transparency in the process and also save time.
Relief to those applying for the first time
The Education Department has also given relief to teachers who have applied for transfer for the first time. In this phase, it has been decided to relax the condition of minimum five years of service. However, teachers and headmasters working during the probation period will not be eligible to apply in this process. The department has clarified that the service period and experience will be calculated considering March 31, 2026 as the base. Apart from this, teachers who have received general or mutual transfer during the last two years will also be able to apply this time.
Separate arrangement for surplus teachers
The list of surplus teachers in schools where more teachers are employed than required will be published on the portal. Such teachers will have to register their choices in schools having at least 30 vacancies. If a teacher wants transfer to another district or another division, it will be mandatory to give him the option of five districts or divisions each.
Transfer will be done in a phased manner
According to the new guidelines, the transfer process will be completed in three phases. First of all, teachers will be adjusted in schools. After this, the matters of mutual transfer will be settled by the concerned committee. Finally general transfer will be done on the basis of vacant posts. If more than one teacher applies for any one school, the point based system will be applicable and the teacher scoring more marks will get priority.
Special relief to these teachers
The Education Department has given special relief to teachers who have completed 58 years of age by 31 March 2026. Such teachers will not be transferred without their wish. At the same time, in the cases of teachers suffering from incurable disease, disability or serious illness, the decision will be taken on the basis of the report of the medical board.

After the implementation of the new transfer policy, teachers will get the entire process from application to transfer online. This will reduce unnecessary running around, increase transparency and qualified teachers will be able to get the benefit of timely transfer as per the prescribed rules. Besides, balanced distribution of teachers in schools is also expected to be ensured.
