Bihar News: Registration system in Bihar will be paperless, 75+ elderly people will get the facility sitting at home

Bihar News: The government has given instructions to take several important steps towards making the registration system in Bihar more transparent, secure and citizen-centric. Naveen Kumar, Secretary, Prohibition, Excise and Registration Department, held a review meeting with departmental officials through video conferencing on August 11. Many issues including digitization of the registration process, paperless registration, home registration for senior citizens, revenue collection and quick resolution of public complaints were discussed in the meeting.

Home registration facility for people above 75 years of age

In the meeting, instructions were given regarding greater facilities for senior citizens. Earlier, elderly people of 80 years of age and above were getting the facility of registration at home through mobile registration unit. Now from August 5, 2026, this facility has also been extended to senior citizens of 75 years of age or above.

Under this, eligible elderly people will be able to avail the facility of registration of land, plot and flat etc. sitting at home. This will provide relief to elderly people from the trouble of going to the registration office.

Target of paperless process in all registration offices from August 17

The facility of paperless registration is being implemented in a phased manner in 141 registration offices of Bihar. In the first phase, paperless registration has been started in 10 offices from July 11 and in the second phase, paperless registration has been started in 40 offices from July 30. A target has been set to implement it completely in the remaining offices also from August 17, 2026.

The Secretary directed to speed up the process in those districts where the number of paperless registrations is less than the expected level. Besides, the number of registered documents and revenue receipts were also reviewed.

The process of people's complaints will be online

Instructions have been given to implement Public Grievance Module for civil complaints related to registration. Through this, complaints will be registered online and the process from their investigation to action and execution will also be online. This is expected to bring speed and transparency in resolution of complaints.

10 site inspections every week to stop revenue theft

To increase revenue collection and prevent revenue evasion, each Assistant Registration Inspector General (AIG) has been directed to inspect 10 sites every week. This will include 5 sites under the divisional headquarters, 3 sites of district registration offices and 2 sites of mofussil offices.

GIS technology will also be used in these inspections. If necessary, a team will be formed from the headquarters level and the registration offices will be inspected.

Also keep an eye on pending cases and court cases

In the meeting, instructions were given to speed up recovery in pending cases related to auctionism and to give priority to big cases. Court cases related to the department were also reviewed. Officers were asked to present effective views on time and conduct mandatory review of SOF i.e. Statement of Facts at the departmental level.

Service providers will also be monitored

The role of service providers in paperless registration was also said to be important. They have been instructed to quickly resolve technical and procedural problems and remove confusion among citizens regarding paperless registration.

Remuneration for service providers has also been determined according to the value of the documents. The remuneration has been fixed at Rs 1,000 for documents worth up to Rs 1 lakh, Rs 2,500 for documents worth more than Rs 1 lakh and up to Rs 5 lakh and Rs 5,000 for documents worth more than Rs 5 lakh.

Through these initiatives, emphasis is being laid on making the registration system in Bihar more digital, transparent and convenient for the citizens.
