There will be no problem in paying salaries
This decision is expected to provide the biggest relief to the employees working in Municipal Corporation, Municipality and Nagar Panchayats. Many times, due to weak financial condition of the bodies, problems arise regarding salaries and other important expenses. The funds provided by the government will facilitate the civic bodies to meet their regular expenses. Special emphasis has been laid on strengthening the system of payment of salaries and other establishment expenses.
Payment will be made through e-salary portal
The government has also given necessary instructions to maintain transparency in the use of funds. Use of e-salary portal for salaries and other establishment expenses has been made mandatory. The utilization certificate of the amount spent will also have to be made available to the directorate.
Instructions to withdraw money only as per need
The government has directed the civic bodies to withdraw funds as per requirement instead of withdrawing the entire amount from bank accounts at once. The amount released will have to be spent as per the conditions laid down by the Fifth State Finance Commission. This will help in proper utilization of government funds and maintaining financial discipline.
New Nagar Panchayats will also get big benefits now
In areas where new Nagar Panchayats have been formed, this amount can also be used to make necessary arrangements. These include setting up the office, initial arrangements related to staff and other basic needs. In the new urban units, important works like cleanliness and sanitation, drinking water system will also be given priority.
