The player is eager to go somewhere he can become a regular after coming up through the Porto youth academy, as his playing style does not particularly suit coach Francesco Farioli.
The issue is managing to find a payment system and schedule for the total €50m asking price that can suit everyone.
Mora terms keep changing for Roma
It had been reported they were close to a deal for €25m covering 50 per cent of the player, then the option to buy the remaining share at the end of the season for another €25m.
However, this evening Sky Sport Italia suggest things have changed again with a different approach.

This time, Roma would pay €7m to have Mora on loan for one season, with an option to buy for another €43m come June 2027.
That could be turned into an obligation if certain conditions were met, both for the team objectives for instance European qualification, and the number of games played by Mora.
This way, Roma would not be obliged to spend at least €25m without knowing if they’ll make it permanent.
The issue here is both clubs want certain guarantees on how the deal will play out next summer.

That also means not allowing Porto any buy-back clause as part of the agreement.
The 19-year-old is a trequartista who likes to drift out wide too, and can bring some much-needed creativity to Gian Piero Gasperini’s team.
