Pan Masala Packaging Ban: There is a very important and big news for the pan masala buyers and manufacturers across the country. The Food Safety and Standards Authority of the Central Government (FSSAI) has taken a historic step to completely ban plastic packaging of paan masala. This new rule has been published in the official gazette (Gazette) of the Central Government on 10th August 2026, and this rule has been implemented with immediate effect across the country. Due to this new decision, the small plastic pouches that have been in the market for years will now become history.
A legal ban was imposed on ‘these’ materials
Under the ‘Food Safety and Standards (Packaging) Amendment Rules, 2026’, FSSAI has imposed strict restrictions on various plastic and synthetic ingredients used in the packaging of paan masala. As per the new rules, no synthetic polymer or plastic laminates like polythene, polypropylene, polyester and PVC can be used. To end the problem of plastic waste, FSSAI has mandated companies to use only environmentally friendly and health safe alternatives. As per the new rules, Pan Masala can now be stored and sold only in the following materials….Pan Masala Packaging Ban
- Completely plastic free paper or paperboard
- Cellulose or other naturally occurring substances
- Strong tin cans
- Glass bottles or containers

This new rule will have a direct impact on market prices and financial calculations of companies. Until now, the cheap plastic pouches made it possible for companies to sell pan masala at low prices. However, now using paper, tin or glass packaging will be very expensive and manufacturers will also have to change the packaging machinery in their factories worth crores. As the companies are likely to recover this increased cost directly from the consumers, it is predicted that the price of paan masala may increase significantly in the coming time. Cancellation of license and strict action if rules are not followed
The FSSAI has clarified that the decision is only to regulate ‘packaging’, i.e. banning the sale of paan masala and not banning its plastic wrapping. But, if a company continues to use old fashioned plastic pouches even after the release of the gadget, they will be booked under the ‘Plastic Waste Management Rules’ and ‘Food Safety Act’. It provides for strict action ranging from imposing heavy fines on companies to outright cancellation of their manufacturing licenses. Although this historic decision will go a long way in solving the problem of plastic waste in the country, pan masala companies will face a huge challenge in depleting the existing stocks of old packaging and setting up new machinery. Although this eco-friendly stance taken by the government is welcomed by environmentalists, the administration will have to strictly monitor and take action to completely eliminate plastic bags from the market and introduce new packaging.
