New Delhi: A new report of the United Nations has made a big claim regarding the terrorist attack that took place in the Red Fort area of Delhi in November 2025. According to the 38th report of the Analytical Assistance and Sanctions Monitoring Group submitted to the 1267 Sanctions Committee of the United Nations Security Council, Al-Qaeda in the Indian Subcontinent (AQIS) was officially held responsible for the attack on the Red Fort.
The UN report also raised concerns about the activities of AQIS and its regional network. The Security Council's related monitoring mechanism is tasked with assessing the changing threats posed by groups associated with al-Qaeda and ISIS.
There was an explosion in a car near the Red Fort
It has been reported in the report that in November 2025, a massive explosion took place in the Red Fort area of Delhi. The blast took place in a slow-moving car at a traffic signal near the Red Fort metro station.
About 15 people were killed in this attack, while many others were injured.
Now the report of the United Nations monitoring team has revealed that AQIS is responsible for this attack.
AQIS created material and financial network
According to the report, AQIS has continued to evolve itself from a fragmented group to a regional terrorist organization. The organization has established logistical and financial networks for its campaigns.
The report states that AQIS operates as small and decentralized units operating in isolated locations, rather than as large groups.
The United Nations has also expressed concern about the activities of AQIS in Bangladesh. The report says that the organization may try to establish its own groups by taking advantage of the conditions there.
Keep an eye on ISIS-K activities also
The report also mentions the activities of the Islamic State in Iraq and the Levant-Khorasan (ISIL-K). ISIL-K is listed as a separate proscribed entity on the UN list.
According to the report, groups affiliated with Al-Qaeda and ISIS have long shown interest in chemical and biological weapons. However, it has also been said in the report that till now they have not been successful in overcoming the technical challenges related to them.
UN concerned over increasing tension in South Asia
The report also mentioned the regional tensions in South Asia due to the ongoing cross-border attacks between Pakistan and Afghanistan.
UN member states have expressed fear that the conflict situation could create new opportunities for terrorist organizations and pose additional security challenges to the region.
According to the report, the terrorist threat emanating from Afghanistan remains almost the same as before. The many terrorist organizations operating there remain a constant security challenge for neighboring countries and the Central Asian region.
Why is the report important for regional countries including India?
UN monitoring of the activities of organizations like AQIS and ISIL-K is important for understanding the changing nature of terrorism in South Asia. Targeted sanctions are imposed on sanctioned individuals and organizations under the UN's 1267 system. The current list includes hundreds of individuals and organizations.
