Uniform Civil Code: Union Home Minister Amit Shah has made a big statement regarding the Uniform Civil Code (UCC). During a press conference held in Mumbai on Sunday, September 13, he said that work would be done to implement the UCC in all 21 BJP-NDA-ruled states before the 2029 Lok Sabha elections. Shah expressed confidence that all NDA state governments will take this process forward in the coming years.
‘We will bring UCC in 21 states before 2029’
Amit Shah said that the Center and NDA governments are moving in the direction of Uniform Civil Code. Referring to the decision to abolish triple talaq, he linked it to the rights of Muslim women and said the UCC would now be taken to more states.
The main objective of the UCC is to create a common legal framework for marriage, divorce, inheritance, succession and other personal civil matters rather than separate laws based on religion. However, its exact scope, exceptions and enforcement may vary from state to state.
Process of UCC also advanced in Gujarat-Assam
Uttarakhand followed by Gujarat in March 2026 Gujarat Uniform Civil Code Bill, 2026 was passed in the assembly. The Bill provides for bringing issues such as marriage, divorce, inheritance and live-in relationships into a common legal framework. A provision has also been made to exclude Scheduled Tribes from its purview.
The Assam Legislative Assembly also passed the UCC Bill in May 2026. There too the Scheduled Tribes are exempted from some provisions.
Political debate over UCC continues
The BJP presents the UCC as linking equality before the law and women’s rights in particular. On the other hand, some opposition parties and social organizations have been raising questions about personal law, religious freedom and its impact on the traditions of various communities. Even when the UCC bill was passed in Gujarat, the opposition raised objections.

Shah said that the BJP, its NDA allies and various voluntary organizations will join the campaign across the country.
The achievements of the government were also mentioned
During the press conference, Amit Shah cited the removal of provisions of Article 370, the law against triple talaq, anti-terrorism policy and operations against Naxalism as important achievements of the central government. These claims are part of the government’s own assessment and differences remain between political parties on different issues.
Following Amit Shah’s announcement to implement the UCC in 21 NDA-ruled states by 2029, political and legal circles will now be watching to see which states take the legislative process forward, when and in what form.
