New Delhi: To control the increasing vehicle pollution in Delhi-NCR, preparations are being made to make the system of Pollution Under Control i.e. PUC certificate more transparent. Now instead of relying only on vehicles' pollution checking machines, the activities of PUC centers will also be monitored.
For this, steps are being taken towards making it mandatory to install surveillance cameras at PUC centers in Delhi. The purpose of this system is to ensure that the vehicle in whose name the PUC certificate is being issued has actually been inspected.
Why is monitoring of PUC centers necessary?
PUC certificate certifies that the pollution emitted from the vehicle is within the prescribed standards. But if the certificate is issued without actual investigation, then the entire process of pollution control can be affected.
The cameras will help in finding out whether the vehicle had reached the center for testing or not. Also, if needed, records related to the investigation process can also be reviewed.
It may be difficult to get PUC done without bringing a vehicle.
After the implementation of the new monitoring system, it can help in curbing those cases where PUC certificate is issued without actually checking the vehicle.
If a certificate has been issued for a vehicle, then through the monitoring records it can be checked whether the concerned vehicle had come to the center or not. It will also be easy to check the records of the center if any irregularity comes to light.

This change will also affect vehicle owners. Now to get PUC certificate it will be necessary to undergo actual pollution test. If the vehicle pollutes more than the prescribed emission limit, its fault may have to be rectified first.
Especially owners of old petrol and diesel vehicles will have to pay attention to regular servicing of their vehicle and checking of the pollution control system. Poor engine condition or emissions-related equipment problems may cause the vehicle to fail PUC testing.
Responsibility of PUC center operators will increase
After the monitoring of cameras starts, it will be even more important for PUC center operators to follow the rules. They will have to issue the certificate only on the basis of actual investigation.
If a complaint or case of violation of rules comes to light at any center, the available monitoring records can help in the investigation. This can also benefit the centers following the rules and will help in stopping the system of wrongly issuing certificates.
Emphasis on the entire process of pollution control
There are many reasons for air pollution in Delhi-NCR and emissions from vehicles are also included in them. In such a situation, merely checking the vehicles on the road is not enough. It is also important that the system for issuing PUC certificates works properly.
The purpose of increasing the monitoring of PUC centers is to make this process more reliable, so that the certificate is issued to the vehicle only after actual checking of the pollution level.
