A Special National Investigation Agency (NIA) court in Jammu has issued non-bailable warrants (NBWs) against two Lashkar-e-Taiba (LeT) commanders accused of orchestrating terror attacks in Jammu and Kashmir while operating from Pakistan and of having a direct role in the Pahalgam terror attack.
The warrants were issued against Saifullah alias Sajid Jatt and Khalid alias Lala Huzaifa. 02/2026/NIA/JMU.
Special Judge Prem Sagar passed separate orders against the two absconding accused after the NIA informed the court that both were currently in Pakistan and could not be brought before the court through the ordinary legal process.
Saifullah: From Kulgam Commander to Pakistan-Based Handler
According to the NIA, Saifullah, a resident of Pakistan’s Kasur district, is also known by aliases including Sajjad Jatt, Sajjad, Ali Bhai and Habibullah Malik. The agency has described him as a designated terrorist under the Fourth Schedule of the Unlawful Activities (Prevention) Act (UAPA).
Investigators allege that he has been supplying weapons, funds and operational directions to active terrorists in Jammu and Kashmir from across the border.
The probe traces his involvement in terrorism to 2005–2007, when he allegedly operated as a Lashkar commander in Kulgam. After relocating to Pakistan, he allegedly continued to operate the network remotely, using various codenames, including Langda, Noomi, Numan, Usman Habib and Shani, to remain in contact with his operatives in the Valley.
The NIA has alleged that Saifullah played a key role in the conspiracy linked to the Pahalgam terror attack.
Naka Checking That Led to the Investigation
The breakthrough in the case reportedly came during routine naka checking in Srinagar’s Pandach area. Police intercepted a motorcycle-borne man, Mohammad Naqib Bhat of Batpora, and allegedly recovered a Chinese-made grenade and 15 live rounds of ammunition from his possession.
Following the recovery, FIR No. 24/2026 was registered at Zakoora Police Station under provisions of the UAPA, Arms Act and Explosive Substances Act. The investigation subsequently led to the wider terror network.
The probe resulted in the arrest of the alleged network mastermind, Abdullah alias Abu Huraira, a Pakistani terrorist identified as Usman alias Khubaib, and three local associates.
According to officials, Abdullah had been absconding for nearly 16 years and had allegedly established hideouts for the network outside Jammu and Kashmir.
Investigators said Saifullah’s name surfaced through digital evidence, including communication IDs and Telegram contacts recovered from an arrested Pakistani terrorist. The NIA alleges that these channels were used to convey instructions to Valley-based operatives for targeting security forces, civilians and government installations.
Khalid: Divisional Commander Turned Cross-Border Operator
The second accused, Khalid alias Lala Huzaifa alias Bakkarwali, has been described by the NIA as a Pakistan-based LeT commander allegedly involved in supplying arms, funds and operational directions to terrorists in Jammu and Kashmir.
Before moving to Pakistan, Khalid is alleged to have served as the LeT’s divisional commander for Ganderbal and Bandipora districts and to have been involved in several terror-related incidents in the region.
Warrants Issued Under BNSS
The non-bailable warrants were issued under Section 75 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) after NIA Chief Investigating Officer and Deputy Superintendent of Police Amit Sharma moved applications before the court.
The judge issued the warrants after examining the material and submissions placed on record by the investigating agency.
The warrant against Khalid has been forwarded to the DIG, NIA Jammu, for further legal action, while the warrant against Saifullah has been sent to the Senior Superintendent of Police, Kulgam.
Court records list Saifullah’s last known address as Yamrach in Kulgam. The records also state that he is married to a woman from the same village who is currently residing in Pakistan.
