New Delhi. Congress leader Pawan Kheda held a press conference on Thursday. During this, he said, 'Pushkar Selling Uttarakhand' – why are we talking like this – you will understand that… Like the T-20 cricket team, BJP has a 420 team. This BJP team changed 84 out of 86 rules. Then based on these changed rules the tender process was changed and the work was handed over to Adani. That means once again 'Gautam Sharanam Gachchami' happened.

Pawan Kheda said that, in 2024, Chief Minister Pushkar Singh Dhami sent a proposal to the Coal Minister that we will set up a 1320 MW thermal power plant under joint venture. This will be a joint venture (UJVN-THDC), which will work round the clock, so that the power supply in the state is not reduced. CM Dhami also wrote a letter to the Coal Minister of the Government of India for coal supply. After 6 months, approval for this plant came from the Coal Minister. But on January 16, 2025, suddenly the Uttarakhand government canceled this joint venture. The reason for its cancellation was that the venture would not be able to complete the work on time, whereas the joint venture had said that we would complete the work.
He said that, after this, on 3 February 2025, the Uttarakhand government floated a tender. On the same day, Adani Power applied for Environmental Clearance for Korba Expansion in Chhattisgarh. After which UPCL, which floats the tender, writes a letter and demands to change 84 out of 86 conditions. Result- 84 out of 86 conditions were changed. Some of the changed conditions include that 1320 MW power should come from a single bidder. The plant can be in any corner of the country, it is not necessary that it be in Uttarakhand. The people of Uttarakhand will bear the shifting cost.
Pawan Kheda said, BJP's 420 team prepared the pitch properly to make its people win the match and also extended the time limit for the construction of the tender. 42 months for Unit-1, 48 months for Unit-2…Also, the fixed charge ceiling in the tariff structure was increased from 70% to 75%. This guarantees that whether Uttarakhand buys electricity from Adani Power or not, the company will continue to get money for 25 years. That is, if you want electricity, take it. If you don't want to take it then go home, but go after paying.
He further said that Adani's company 'Pelma Collieries Limited' in Chhattisgarh has been made MDO in 2022. That is, Adani's company will do the work from mining of coal to the plant and its production and transportation and Adani will also sell electricity. The electricity will be generated with the money of the people of Uttarakhand, but the entire project will run in Chhattisgarh and Cabinet approval has also come that this project will remain with Adani for 25 years. Power Purchase Agreement worth Rs 1.66 lakh crore has started from 25 August 2026 at the rate of ₹ 5.74 per unit. Meaning- money belongs to Uttarakhand, coal to Chhattisgarh and profit to Adani.
