Odisha has set aside an 870-acre land bank for a proposed ‘Odisha Silicon Valley’ in between Cuttack and Bhubaneswar, CM Majhi announced at Semicon India 2026
The state has already begun working on two semiconductor projects and approved five more worth ₹11,000 Cr as it aims to become a high-tech chip-making powerhouse
The state government has also amended its semiconductor policy and committed up to 25% capex for projects approved under the India Semiconductor Mission
During the seventh edition of Semicon India today, Odisha’s chief minister (CM) Mohan Charan Majhi shared that the state is planning to set up an ‘Odisha Silicon Valley’ across an 870 acre stretch between Cuttack and Bhubaneswar. The state aims to transform from a mineral-rich region into a high-tech chip-making powerhouse.
The CM said that the administration is in conversations with international semiconductor companies based out of countries like Sweden, Japan, and others to discuss potential projects pertaining to semiconductors, AI, and data centres in the state.
As of now, construction across the state has begun on two central government-approved projects: Sicsem Pvt Ltd’s first-in-India silicon carbide fab and integrated packaging facility, and 3D Glass Solutions’ glass-substrate packaging facility, the CM announced.
Efforts have also begun to launch a Phase 2 project with Sicsem to establish a silicon carbide epitaxy and packaging facility, per CM Majhi.
As of now, the Odisha government has approved five additional semiconductor projects worth approximately ₹11,000 Cr, which are estimated to create around 4,500 direct jobs and over 16,000 indirect jobs.
While RiR Power Electronics, Sancorn Technology, and ASP Semiconductor have signed MOUs for semiconductor projects, Intel and 3D Glass Solutions have also signed an MOU for a partnership aiming to bring $3.3 Bn (₹30,550 Cr) in investment and over 1,800 direct jobs to the state.
To support research and commercialisation, Odisha is also investing ₹125 Cr towards a ₹452 Cr National Industry Co-Development Hub on Integrated Power Electronics alongside IIT Bhubaneswar and the National Research Foundation.
The state government has also amended its semiconductor policy and committed up to 25% capex for projects approved under the India Semiconductor Mission, the CM revealed.
“With this credit, along with full infrastructure support and incentives, Odisha’s offering is very attractive and competitive, ensuring our success,” he said.
CM Majhi also highlighted specialised training programmes at the World Skill Center in Bhubaneswar developed in partnership with the Singapore government through which the government is aiming to meet the demand for highly skilled labour from the technology ecosystem.
“We are focusing heavily on emerging technologies like semiconductors, AI, and data centres. Beyond the World Skill Center, we have developed key ITIs into Institutes of National Excellence equipped with labs and modern training infrastructure,” he added.
He further said the government aims to prioritise skill-based employability over local hiring quotas in order to ensure the youth of Odisha can be integrated into the tech ecosystem.
