If the mobile phone is mainly used for making calls, receiving calls and SMS, then the recharge option may be more useful for such customers in the future. Such users will not need to spend extra money for internet data plans.
Telecom Regulatory Authority of India i.e. TRAI has made arrangements to provide voice and SMS-only recharge options for telecom companies. Under this, customers who do not need mobile internet can choose the plan only according to their calling and SMS needs.
Recharge option will be available without data
Under the new system, telecom companies will have to provide such plans which have only voice and SMS facilities. This means that the customer will not have to buy a pack for calling and messaging which compulsorily includes internet data.
Companies will have to offer voice and SMS-only options for a period of 30 days or less. For example, if a company has a Voice, SMS and Data pack with a validity of 28 days or 30 days, then a data-free option for the same period will have to be made available.
Recharge according to calendar month also
TRAI's system also includes the option of planning on the basis of calendar month regarding validity. This means that the date on which the customer does such recharge, its validity can be completed on the same date in the next month.
If the same date is not available in the next month, the last day of that month will be considered as the renewal date. This can make it easier for customers to understand the validity of the plan.
Long term Voice-SMS plan is also necessary
The system is not limited to just 28 or 30 day options. Telecom companies will also have to provide at least one long-term voice and SMS-only plan.
Till now, many data-free options have been available in the market with long validity, in which customers could have to spend a huge amount at one go. For this reason, the need for short-term voice and SMS-only options was also considered.
TRAI had sought suggestions from concerned parties on this issue in April 2026. It is reported that more than 1,132 responses were received. After this, an open house discussion took place in June 2026 and further arrangements regarding rules came out.
For whom can this option be useful?
The data-free recharge option can be especially useful for customers who use mobile internet sparingly or not at all.
This may include feature phone users, many elderly customers and people who need to keep the number active primarily to receive calls, SMS or OTP. Such a plan can also be useful for customers having a secondary SIM.
This change will give customers an additional option to choose mobile recharge as per their actual need and those who do not need data can get an opportunity to avoid spending on data packs.
