AIMIM president Asaduddin Owaisi has alleged that the Special Intensive Revision (SIR) of electoral rolls could eventually be used as a basis for implementing the National Register of Citizens (NRC), and urged people who have received SIR notices to respond with the required documents.
Owaisi said Union Home Minister Amit Shah had stated that the NRC would be implemented and claimed that it was possible for the exercise to be conducted on the basis of the revised electoral rolls.
“I appeal to those who have received notices to respond to them, go to the hearing centers with documents and fill up their Form 6,” Owaisi told reporters in Hyderabad. He said people could risk losing their voting rights and, in his apprehension, their citizenship if they failed to respond.
The Election Commission's SIR process includes provisions for electors to submit claims and objections, while its voter services portal provides facilities for responding to notices and filing Form 6 for new voter registration.
Owaisi also alleged that a BJP-appointed commission headed by a retired Supreme Court judge would visit areas where demographic changes had occurred and examine the final electoral rolls after SIR, claiming that illegal migrants could subsequently be identified and apprehended.
Targeting the Election Commission of India (ECI), Owaisi alleged that a constitutional body had come under the control of the executive. He criticized the 2023 law governing the appointment of the Chief Election Commissioner and other Election Commissioners, particularly the replacement of the Chief Justice of India in the selection mechanism with a Union Cabinet minister nominated by the Prime Minister. Under the law, the selection committee comprises the Prime Minister, the Leader of Opposition in the Lok Sabha and a Union Cabinet minister nominated by the Prime Minister.
Owaisi also referred to reports of differences among Election Commissioners and called for consultation with former Election Commissioners on proposed changes to Form 6.
He questioned the decision to have Booth Level Officers (BLOs) visit homes of people who received SIR notices, saying the exercise would place a heavy burden on BLOs and could result in genuine voters being left out. The ECI has said BLOs undertake house-to-house visits during SIR to distribute, collect and verify forms.
Asked about a possible electoral alliance in Uttar Pradesh, Owaisi said AIMIM would announce its decision if an alliance was formed. He also said his party was neither part of the NDA nor the INDIA bloc.
