Delhi PG safety rules: Delhi government has started taking concrete steps to ensure the provision of PG (paying guest) and hostels at safe and reasonable rates for lakhs of students coming to Delhi for studies from across the country. The second important meeting of the ‘Student Housing and Security High Powered Committee’ (HPC) was held on Thursday under the chairmanship of Education Minister Ashish Sood. In this meeting, it has been agreed to start an easy online portal for mapping all the PG residences of Delhi and their complete monitoring. Through this, complete digital details of the number of rooms, necessary facilities available and legal status will be collected in the PGs of the capital.

After the tragic accident in Satya Niketan area, the government has adopted this strict stance, so that the student residences can be made completely safe by bringing them within the ambit of the rules.

Trial of portal in 2 to 4 days, surprise check of 100 PG will be done. Delhi PG safety rules

According to the Delhi government, Delhi University (DU) and Municipal Corporation (MCD) will conduct the initial trial of this new portal within the next two to four days. As soon as the testing is completed, a campaign will be started for large-scale registration of students and PG operators. Not only paperwork, but there is preparation for immediate action on the ground as well. Joint teams of MCD and DDA will conduct on-site inspection of the identified 100 PG premises of the capital within the next three days. In this investigation, it will be seen whether the concerned PG is following the legal rules or not and whether there are adequate security arrangements or whether the rules are being violated.

CCTV mandatory in common areas, 45 days footage backup required

Very strict proposals regarding student safety have been put forward in the meeting. Under the draft new rules:

  • It will be mandatory to install CCTV cameras in the entry, exit and common areas of every PG.
  • Backup of the recordings of these cameras will have to be kept safe for 40 to 45 days.
  • Along with this, special care has also been taken to ensure that there is no interference in the personal life and privacy of the students.

Sub-committee formed for operation of PG in residential and RWA areas

A special sub-committee has also been constituted to closely study the rules of the Master Plan and Delhi Municipal Corporation (DMC) Act. It includes representatives of DDA, Delhi Government, MCD and Registrar/Vice-Chancellor of Delhi University. This committee will work on the possibilities of running PGs in a legal and safe manner in a radius of 5 to 6 kilometers of main educational institutions, group housing societies and RWA areas.

Education Minister Ashish Sood said that the government is fully committed to providing a safe and affordable environment to the students. The next meeting of the committee will be held after Dussehra, in which the final draft of the new rules will be approved based on the report of the sub-committee.
