Earlier, Delhi Police had taken Abhijeet Dipke into preventive custody on Friday. He had called for a 'Lehra Do Tiranga' protest in the Central Park of Connaught Place.
Dipke was detained after leaving the residence of Nationalist Congress Party (Sharadchandra Pawar) spokesperson Anish Gawande. During this, a police officer had told him that Section 163 of the Indian Civil Security Code (BNSS) is in force in Connaught Place and under this he is being taken into preventive custody.
Let us tell you that CJP had called for 'Lehra Do Tiranga' protest in the Central Park of Connaught Place on Friday. Earlier, Delhi Police had issued a notice to Deepke regarding the proposed protest. The police had said in the notice that an appeal was made through social media to gather at Connaught Place at 5 pm, although legal permission was not taken for this.
In the notice, Delhi Police had cited the instructions of the Delhi High Court and said that gathering of crowd without permission in Connaught Place could affect traffic, law and order, public safety and commercial activities.
According to the police, Connaught Place is a major commercial area with a large number of shops, showrooms, restaurants, hotels, banks and offices. There was a fear that the protest here would affect the livelihood of employees working with businesses and traders.
Rajiv Chowk metro station was also mentioned in the notice. Police had said that this is a major station connecting the Blue and Yellow Lines, from where about two lakh passengers travel daily. In such a situation, due to increase in crowd, there is a danger of creating a situation like traffic jam, chaos and stampede.
Delhi Police had also said that restrictive orders under Section 163 of the BNSS are in force in Connaught Place. Violation of these orders can lead to action under Section 223 of the Indian Justice Code (BNS), 2023 and other relevant legal provisions.
The police had directed Deepke not to organize any kind of demonstration, procession or rally around Connaught Place and not to use loudspeakers. It was also clarified in the notice that Connaught Place is not a notified protest venue and for any protest at any other designated venue, prior legal permission is required.
