US Secretary of State Marco Rubio has arrived in India on Tuesday, October 20, 2026 on a three-day official visit with the aim of taking diplomatic and strategic relations between the world’s two largest democratic superpowers to new heights. As soon as his special plane landed in Mumbai, the capital of Maharashtra, the stir in high level diplomatic circles has intensified. The primary agenda of Rubio’s high-level visit is to finalize the proposed bilateral trade agreement between the two countries, strengthen defense cooperation, review energy security and build broad consensus on global geopolitical equations. The much-anticipated visit comes at a very sensitive and important juncture when negotiations are progressing rapidly towards a balanced economic agreement between New Delhi and Washington amid differences over import duties (tariffs) and India’s continued import of Russian crude at concessional rates.
US Secretary of State Marco Rubio will hold extensive bilateral talks with his Indian counterpart Foreign Minister Dr. S. Jaishankar at the diplomatic center in Mumbai. In this intensive meeting of the two top diplomats, there will be detailed discussions on strategic issues like giving new impetus to bilateral trade and investment, technology transfer in the defense sector, critical and emerging technologies (ICET) and securing the semiconductor supply chain. In recent days, senior negotiators from both the countries have given clear indications that positive consensus has been reached on most of the complex aspects of the proposed trade agreement. At the negotiating table, both countries will also share their views on the global economic impact of the Ukraine war and the ongoing serious crisis in West Asia. The main objective of this diplomatic meeting is to ensure that the deep strategic and economic ties between the two countries remain fully on track despite concerns arising over trade differences and immigration policies.
Along with his diplomatic engagements, US Secretary of State Marco Rubio will also visit the 26/11 terror memorial located at the historic Taj Mahal Palace Hotel in Mumbai. There he will pay rich tributes to the innocent Indian citizens, security personnel and American citizens who lost their lives in the horrific terrorist attacks of 26 November 2008. Underscoring the unwavering resolve of India and the US in the global fight against terrorism, Rubio’s symbolic visit will send a strong and united global message against cross-border terrorism. This tribute program is also being given a very special and emotional importance in order to strengthen the ongoing partnership between the two countries for exchange of intelligence, maritime security and combating cyber crimes.
After completing the busy programs in Mumbai, a special program of US Secretary of State Marco Rubio has been decided to visit Jamnagar in Gujarat. In Jamnagar he will take a direct tour of the world’s largest oil refinery and petrochemical complex operated by Reliance Industries Limited (RIL). This visit is being considered most strategically important from the point of view of global energy security and petroleum supply. India has had a long-running policy debate with Washington over large-scale imports of crude oil from Russia and the US had previously considered imposing additional tariffs on such imports. However, the bitterness between the two countries has subsided to a great extent after US President Donald Trump recently exempted him from punitive measures targeting major oil importing countries. During his stay in Jamnagar, Rubio will interact with India’s top business and industrial leadership on new opportunities for green energy, clean fuels and petrochemical business.
This visit of Marco Rubio as US Secretary of State is an important sequel to his previous visit to India in May 2026. During the May visit, he met Prime Minister Narendra Modi and External Affairs Minister S Jaishankar in New Delhi and took an active part in the historic conference of QUAD foreign ministers. Since that meeting, both countries have been continuously working together on maintaining the rules-based order and strengthening supply chains in the Indo-Pacific region. This three-day visit, which will last till October 22, will prove to be a milestone in deepening strategic trust between the two countries, removing trade barriers and giving a new long-term direction to energy cooperation.
