Lucknow. Chief Minister Yogi Adityanath on Thursday distributed appointment letters to 28 scientific officers selected by the Uttar Pradesh Public Service Commission. On this occasion, the Chief Minister said that the responsibility of the scientific officers appointed through the transparent and fair selection process of the Commission is now to ensure that every forensic evidence coming to them is investigated with complete accuracy, honesty and timeliness. Play your part in providing justice to every victim with the same fairness and justice that you have expected from your appointment process. Only the credibility of the evidence will become a strong basis for bringing the criminal to justice and giving respect to the innocent. Whoever the culprit is, he should not get the opportunity to escape, while the honor and rights of the innocent should also be protected.

Selection was done only on the basis of qualification and merit
CM Yogi said that appointment letter is not given only to one person, but the happiness of the entire family is linked to it. The selection of these scientific officers is an example of the purity of governance and transparency of the recruitment process. Candidates told that they were interviewed and the result was declared by the evening of the same day. No recommendations were required, no transactions took place and no unfair means were resorted to. Selection was done only on the basis of qualification and merit. Now they are also expected to discharge their responsibilities with the same honesty.
Identity of the state changed due to transparency in police recruitment
The Chief Minister said that in the last nine and a half years, the appointment process of more than 2.30 lakh personnel in Uttar Pradesh Police has been completed with complete cleanliness and transparency. Today Uttar Pradesh Police is established as the largest civil police in the world. There was a time when anarchy, disturbance and curfew were common in the state. There was no fear of law in the minds of criminals. They were confident that they would escape the clutches of the law. The government made comprehensive reforms in the police and administrative system, the results of which are visible today. Whenever law and order is discussed in the country, Uttar Pradesh is mentioned prominently. The state, which once stood in the category of a sick state, is today among the top three states of the country economically. This is the result of work done with willpower, capable human resources and dedication.

Criminals escape due to lack of evidence
The Chief Minister said that the motto of India is 'Satyamev Jayate'. The victory of truth in the temple of justice is possible only when sufficient and credible evidence is presented. In Indian judicial philosophy, Maharishi Gautam has given four types of evidence: direct, inference, analogy and word evidence. This knowledge propounded thousands of years ago is also relevant in today's forensic investigation system. Many times, despite sufficient evidence being available, criminals escape from the clutches of the law due to shortcomings in investigation. Giving the example of a notorious mafia, he said that despite there being electronic evidence against him, he was acquitted by the court. At that time the UP STF had presented electronic evidence, but there was lack of establishing it effectively. It was also our fault that we did not give enough importance to Maharishi Gautam's Nyaya philosophy in our education and system. The direct, conjectural, analogical and verbal evidence given by him is still relevant in the justice system. Therefore, the responsibility of scientific officers is not limited only to collecting evidence, but also to maintain their authenticity and prepare them in such a way that they prove to be decisive in getting the criminal punished.
Scientific evidence will help in reaching the criminals
Citing the example of reaching the real culprit on the basis of evidence obtained from the burnt remains of a girl in Saharanpur, the Chief Minister said that blood samples, fingerprints, hair and other scientific evidence play a decisive role in solving the crime. Forensic experts are important charioteers of the justice system. If the police system moves towards providing justice, then scientific officers will have to pave the way through evidence. This will ensure that the criminals are punished and there will be no unnecessary delay in the judicial process.

The Chief Minister said that three new criminal laws were implemented in the country in July 2024. In place of the old laws of the British era, these laws, made in accordance with the Indian spirit, have made the collection of forensic evidence mandatory in crimes punishable with punishment of seven years or more. This required trained manpower. Against the requirement of 500 forensic evidence collecting police officers in the state, the government has trained more than 600 officers. These officers are playing an important role in reaching the spot, collecting evidence scientifically and providing justice to the victims.
Forensic institute built on land freed from land mafia
Referring to the establishment of Uttar Pradesh State Institute of Forensic Science, the Chief Minister said that this important institute was established after freeing the land which was under the control of the land mafia before the year 2017. Today this institute has become a center for scientific investigation and strengthening the justice system in the state. Here, along with forensic science, a system of training in modern disciplines like Artificial Intelligence, Robotics and Drone Technology has been developed. Degree and diploma courses are also being conducted in the institute. Developing expertise in new areas like quantum forensics is also the need of the hour.
Two forensic mobile vans in every district, expansion of laboratories
The Chief Minister said that new forensic science laboratories are being established to increase the capacity of scientific investigation in the state. Two forensic mobile vans have been provided in each district. The system of gathering evidence by reaching the spot on time is being strengthened through adequate human resources and modern technology. He told the newly appointed scientific officers that the success of the purpose for which the government is preparing this infrastructure will depend on their honesty and efficiency. It is their responsibility that the voice of the person standing at the last rung also reaches the government and he gets justice.
