Central government's big decision on debt-ridden MTNL: Government will sell assets worth Rs 9,000 crore

The Central Government has decided to take a decisive and historic step to overcome the serious financial crisis of the public sector telecommunication company Mahanagar Telephone Nigam Limited (MTNL). In order to repay the financial liabilities of this government company, which is burdened with heavy debt, the government has prepared a detailed outline to sell (asset monetization) of immovable properties and land plots worth about Rs 9,000 crore during the financial year 2027-28. According to senior officials of the Department of Telecommunications and the Finance Ministry in New Delhi, the entire amount raised from this asset sale campaign will be directly used to clear the accumulated debt and various financial liabilities of MTNL. MTNL, which was once one of the most prestigious telecom companies of the country, has been struggling with the continuous cash crunch, problem of salary payment of employees and the vicious cycle of huge debt for the last several years, for the permanent solution of which the government is now moving towards capitalizing its huge and valuable assets in the market. MTNL's core telecom operations are almost on the verge of collapse due to aggressive competition from private companies in the telecom sector and inordinate delays in launching 4G and 5G services. This company, which has a monopoly of landline and broadband in the country's two biggest metros like Delhi and Mumbai, is today struggling to save its existence. According to government sources, the company has land, commercial buildings, residential colonies and telephone exchanges worth thousands of crores at very prime locations in the capital Delhi and the financial capital Mumbai. These properties have immense commercial value, but their monetization was stuck for years due to legal disputes, lack of ownership clarity and conflicts with local municipal corporations. Now the government has finalized a well-planned auction plan for the next financial year, removing all those hurdles. The biggest success in this entire disinvestment and monetization process has come in the form of resolving long-standing disputes related to ownership of assets. A senior official of the Department of Telecommunications said that several key assets of MTNL were stuck in various technical and lease related disputes with the Delhi Development Authority (DDA), Land and Development Office (L&DO) and Mumbai Municipal Corporation (BMC) for years. The government constituted a special inter-ministerial task force to conduct a thorough review of the title deeds, lease agreements and land use standards of these properties. After this long process, identification of 40 such unique and valuable properties has now been completed, all the documents, legal rights and ownership of which are completely clear and dispute-free. These 40 properties will be put in the market through the National Monetization Pipeline for open auction under the first phase. These include huge telephone exchange buildings, vacant plots and residential quarters located in major commercial hubs of Delhi such as Connaught Place, Nehru Place, ITO and strategic areas of Mumbai such as Bandra, Nariman Point and Andheri. Officials say that these prime properties will see strong demand among real estate developers, large corporate houses and institutional investors. These plots and buildings will be sold through a transparent e-auction process so that the government and MTNL can get their maximum market value and the loan repayment process can be expedited. According to the internal financial analysis of the Telecom Ministry, the total financial liabilities and debt figure of Mahanagar Telephone Nigam Limited has reached almost Rs 50,000 crore. The most important part of this huge financial burden is of Sovereign Guarantee Bonds worth about Rs 30,000 crore. The Government of India had previously permitted MTNL to issue these bonds to tide over its immediate cash crunch and to repay its debt, the ultimate responsibility of which rests directly with the central government treasury. Apart from this, the company has outstanding loans from various commercial banks, old liabilities of vendors and a huge dues of terminal benefits of retired employees. Government officials firmly believe that despite huge debt, MTNL's financial position is by no means bankrupt. The company's real estate and asset base in the country's two largest metros is worth more than its total liabilities. The central government assesses that if the assets are monetized in a phased and proper manner, MTNL can not only be freed from its entire Rs 50,000 crore debt and bond obligations but also have adequate financial resources left for future operations. This is why the government has chosen a practical and economically sound model of planned asset sale instead of bankruptcy of the company in the National Company Law Tribunal (NCLT). MTNL's current financial helplessness can be gauged from the fact that the company's core telecom business has become so weak that it is unable to even meet the monthly salaries of its existing employees and operating expenses. Sources made a very shocking revelation that at present MTNL is paying monthly salaries to thousands of its employees mainly from the revenue earned by renting out its vacant properties and buildings to government departments and private companies. The company has leased out the spare floors of many of its telephone exchanges in Delhi and Mumbai to other government institutions, banks and public sector undertakings, thereby generating a fixed rental income every month. The first major asset sale of Rs 9,000 crore in the coming financial year 2027-28 will provide a major boost to MTNL's balance sheet. By reducing the debt burden, the heavy interest burden on the company every year will be reduced, which will lead to significant improvement in cash flow. Along with this, the government is also working towards integrating the telecom operations of MTNL with Bharat Sanchar Nigam Limited i.e. BSNL and sharing the network so that 4G and 5G spectrum can be better utilized. This proposed mega-sale of MTNL's assets will not only prove to be a major step towards the revival of PSUs, but will also help in eliminating forever the financial risk of Sovereign Guarantee from the exchequer.
