To strengthen democracy, it is necessary for the legislature to be strong, aware and responsible: Satish Mahana
Patna/Lucknow. Uttar Pradesh Legislative Assembly Speaker Satish Mahana said that to strengthen democracy, it is very important for the legislature to be strong, aware and aware of its responsibilities. The Indian Constitution has provided important powers to the legislature. Therefore, the biggest identity of an MLA is formed by the Assembly only. He said that agreement-disagreement, dialogue and meaningful discussion strengthen the basic spirit of democracy.

In a two-day ‘enlightenment program’ organized at the Bihar Institute of Public Administration and Rural Development (BIPARD) located in Gaya for the newly elected and present members of Bihar Legislative Assembly, Shri Mahana gave guidance to the MLAs regarding parliamentary traditions, legislative procedures and responsibilities of public representatives.
Addressing the program, Assembly Speaker Shri Satish Mahana said that the present system is a democratic system, not a monarchy. Now the governance system is governed by the power of ballot. He said that the four pillars of democracy have their own roles, limits and responsibilities, but the situation of dispute arises only when one pillar tries to interfere in the jurisdiction of the other and clash. Therefore, for the strength of democracy, it is necessary that all pillars work in accordance with their constitutional limits and discharge their roles effectively.
Shri Mahana said that the relationship of trust between the public representative and the public is most important. Sharing his experience, the Uttar Pradesh Assembly Speaker said that he never promised the public that every task would definitely be completed, but always assured that efforts would be made with complete honesty, devotion and commitment to complete the works of public interest. He said that when the public has faith that its representative is making continuous efforts for its interests, then this faith strengthens democracy.
The Assembly Speaker said that the public should have faith in their representative that he will protect their interests and will not allow them to be harmed under any circumstances. Public expectations towards public representatives are naturally high. It is our duty to make continuous efforts to fulfill these expectations and also an important responsibility given by democracy. He said that the committees of the Assembly are an important part of the democratic system. The accountability of the executive towards these committees is fixed. It is the right of the committees as well as their responsibility to question officials on matters of public interest, obtain information and give necessary guidelines.

Shri Mahana said that the public has not elected the public representatives only to increase their position and influence, but has given them the opportunity of public service. The present time is the era of technology and every activity of the public representatives remains in the public eye. In such a situation, it is necessary for the MLAs to be aware, studious and technically competent. He said that only through knowledge and continuous study, public representatives can better discharge their responsibilities and live up to the expectations of the public.
Organized on July 11 and 12, 2026 under the joint aegis of Bihar Assembly Secretariat, Parliamentary Research and Training Institute (PRIDE) of Lok Sabha Secretariat and BIPARD, Government of Bihar, the objective of the program was to provide the MLAs with a better understanding of the proceedings of the House, rules, legislative functions and democratic responsibilities.
Many dignitaries including Vice President of India CP Radhakrishnan, Bihar Governor Lieutenant General Syed Ata Hasnain (Retd.), Bihar Chief Minister Samrat Chaudhary, Bihar Assembly Speaker Dr. Prem Kumar, Bihar Legislative Council Chairman Awadhesh Narayan Singh were present in this two-day enlightenment program.
