Aadhaar card for every land in Delhi: Rekha Gupta government launches unique land identification number

The Delhi government has taken the initiative to give a special identity to every land in the capital. Now every plot will get a 14 digit Unique Land Parcel Identification Number (ULPIN). According to the government, with this number, land records will remain digitally safe and organized, which will make transactions, identification and land related matters easier in future. This step has been taken with the aim of bringing transparency and order in the land management system of the capital. The Chief Minister said that this step will reduce land disputes, increase transparency and stop corruption. Describing it as a strong digital weapon against land disputes and disturbances, he said that it is a revolutionary effort towards taking forward the Digital India campaign of Prime Minister Narendra Modi.

Delhi government will work in mission mode

The Chief Minister said that the need to implement this system was being felt in Delhi for a long time. This scheme is of the Ministry of Rural Development and Department of Land Resources, Government of India. He said that this scheme was made by the Central Government in 2016, but the previous governments did not implement it. Now it is being implemented on mission mode. The responsibility of implementing ‘Bhu Aadhaar’ has been entrusted to the IT branch of the Revenue Department, which will get support from the Survey of India. The Chief Minister said that this step will prove to be a strong digital tool to reduce land disputes and prevent corruption.

This system will be effective in settling land disputes

The Chief Minister said that implementation of this system will ensure transparency in land ownership, disputes over land boundaries will be minimized and coordination of land data between various government departments will be easy. This will also effectively prevent fraudulent transactions and multiple registrations. Its biggest benefit for the citizens will be that they will not have to go through many documents to identify the land, rather they will be able to get complete information about the land from a single number. The Chief Minister also described it as a strong digital weapon against land disputes and corruption.

State-of-the-art technology will be used

The Chief Minister said that modern technology is being used to implement this scheme. Nearly 2 terabytes of high-quality geospatial data are being sourced from the Survey of India, along with ortho-rectified images taken from drones. With the help of this data, accurate ULPINs will be prepared for all the 48 villages including the rural areas of Delhi, which are already included in the Swamitva scheme. The Rs 132.07 lakh released earlier for this scheme has also been managed by the IT branch of the Revenue Department. The Chief Minister said that this will reduce land disputes, increase transparency and citizens will not have to go through many documents for land information.

According to the government, it will be implemented across Delhi as per SOP and phased time frame. An example of the success of this scheme has been seen in Tilangpur Kotla village of Western district, where 274 ULPIN records have been successfully generated under the pilot project.

Rekha Gupta called it a revolutionary step towards implementing Prime Minister Narendra Modi’s Digital India vision. He said that the Prime Minister’s vision is that the benefits of technology should reach the last person of the society in a transparent manner and ‘Bhu Aadhaar’ is a big effort in this direction.

The Chief Minister also said that Prime Minister Modi has always emphasized that integrated and modern land records are the cornerstone of India. This provides assurance to the citizens about the security of their property and directly attacks corruption. Following this vision, the Delhi Government is committed to making the land of every citizen of the capital safe and dispute free.

Every inch of land will be digitally accounted for

Chief Minister Rekha Gupta said that the Delhi government is committed to protecting the property and rights of every citizen of the capital. He said that ‘Bhu Aadhaar’ is not just a number, but a powerful digital weapon against corruption and land disputes. The Chief Minister said that often poor and middle class people buy land with their lifetime earnings, but get entangled in legal disputes due to unclear records. Under ‘Bhu Aadhaar’, every plot will get a unique identification number, which will eliminate this uncertainty and ensure digital accounting of every inch of land.
