Lucknow DM’s big order on arbitrary school fees, if uniform and book publication is changed for 5 years, fine of Rs 5 lakh will be imposed

Lucknow. The strictness regarding fees of private schools has been increased in Lucknow, the capital of Uttar Pradesh. An important meeting of the District Fee Regulatory Committee was held under the chairmanship of District Magistrate Vishakh G (Lucknow DM Vishakh G). In the meeting, detailed discussions were held on fee increase, redressal of complaints and adherence to rules. The administration made it clear that now schools will not be able to increase fees arbitrarily. To provide relief to parents, the system for filing complaints has also been strengthened. Instructions have been given to ensure transparency regarding fees, uniforms and books. A warning has also been given of strict action against schools violating the rules.

Instructions for strict monitoring on fee increase

It was made clear in the meeting that any proposed fee increase by any school would be thoroughly scrutinized. The District Magistrate said that the fee increase should be as per the prescribed standards and if any irregularity is found in it, strict action will be recommended.

Nodal officer appointed for redressal of complaints

Additional District Magistrate (Civil Supplies) Jyoti Gautam and District School Inspector have been named nodal officers by the District Magistrate. Parents will be able to directly contact these authorities for school fees or other academic complaints.

Joint team formed for investigation at tehsil level

A joint team of sub-district magistrates and school principals has been formed for effective implementation of the Act at the district level. These teams have been instructed to investigate the complaints received in their areas and submit timely reports.

Complete details of fee mandatory on website and notice board

The District Magistrate directed that all schools should display complete details of fees on their websites and notice boards. Along with this, it will be mandatory to give receipt for each fee and no additional fee will be charged beyond the prescribed fee.

Complete ban on capitation fees and forced procurement

It was made clear in the meeting that any type of capitation fee will be completely banned. Schools cannot force students to buy books, uniforms or other materials from any particular shop. If found so, strict action will be taken.

No change in uniform for 5 years, NCERT books mandatory

Instructions were given that there will be no change in the uniform in any school for five consecutive academic years. Where NCERT syllabus is applicable, it will be mandatory to study from NCERT books only. If any school is found violating the rules, a fine of up to Rs 5 lakh can be imposed on it. In serious cases, the recognition or NOC of the school can also be terminated.

Parents have full right to complain

Students, parents or members of parent-teacher association can lodge complaints related to fee increase, books or other purchases. The District Magistrate directed the officers to ensure prompt and fair disposal of all complaints.
