Additional Chief Secretary expressed displeasure over the delay in investigation in the corruption case of Ayodhya Medical College, sought clarification from Director General of Medical Education Dr. Arpana U.
Lucknow. Dr. Gyanendra Kumar, former Principal of Rajarshi Dashrath Autonomous State Medical College (Ayodhya Medical College) located in Ayodhya district of Uttar Pradesh, has been accused of serious corruption. These allegations relate to irregular financial transactions in the college, purchases from unauthorized firms, demand for commission and other irregularities. Recently, Additional Chief Secretary, Health and Medical Education, Amit Ghosh has expressed displeasure over the delay in investigation and has sought a detailed report of the matter from Director General of Medical Education Dr. Arpana U.

Additional Chief Secretary Amit Ghosh has expressed strong displeasure over the delay in investigation. He has sought an immediate report from Director General Dr. Arpana U (Director General of Medical), which will include the committee’s report, Lokayukta’s progress and recommendations for further action. The case is still ongoing, and the final decision is pending at the Lokayukta level. There is no news of any new arrest or charge sheet being filed, but strictness is increasing at the government level.
Please refer to the letter no. 1/936355/2025-71-3099/72/2025-03 issued by the government on 21 April 2025 and letter no. 1/1005857/2025-71-3099/72/2025-03 issued on 26 April 2025, through which investigation report will be given in relation to the following complaints. It was requested to be made available.
First Member Secretary, Governing Body/Principal, Rajarshi Dashrath Autonomous State Medical College, by letter dated 25.03.2025, complained about the unauthorized expenditure of government funds by Dr. Gyanendra Kumar, the then Principal of the Autonomous State Medical College, Ayodhya, by issuing checks for signing and supplies (GEM Contract) during the vacation period.
Second, Shri Jagdish Chandra Mishra, son of late Laxmikat Mishra, village-Vinda Mishra’s complete (Padiana) post-Khapradih, district Ayodhya, letter dated 12 April 2025, by former Principal Gyanendra Kumar to the concerned office of Director General Medical Education and Training, U.P. While dismissing the main accused Gyanendra Kumar, the former Principal, who was involved in a criminal act by misusing his position and power, Lucknow requested the Medical Council of India to cancel the registration of Gyanendra Kumar, Nirmal Kumawat and Ritu.

Deputy Secretary Government Chandrashekhar Mishra said that in this regard it is to be informed that the above mentioned investigation report is still not received. Therefore, I am directed to say that please make efforts to obtain an explanation from the investigating officer nominated by you regarding the delay in the cases in question and provide it to the government.
