After paying obeisance at Takht Shri Damdama Sahib, CM Mann inaugurated the sub-divisional complex.

In a major administrative reform in the holy city of Talwandi Sabo, Punjab Chief Minister Bhagwant Singh Mann today inaugurated the state-of-the-art sub-divisional complex. The complex, built at a cost of approximately Rs 6 crore in place of a 40-year-old unsafe building, is equipped with modern and citizen-centric facilities.

Bowed to Takht Sri Damdama Sahib

After paying obeisance at Takht Sri Damdama Sahib, Chief Minister Bhagwant Singh Mann dedicated the three-storey complex to the people and said that with this new building, all essential government services from registry to record room will be provided under one roof with high-speed digital connectivity.

28 rooms have been built in this complex, which include easy registry, SDM and Tehsildar courts, Fard Centre, treasury office, record room and other main facilities. Along with this, a lift and modern infrastructure has been ensured so that better public facilities along with efficiency can be provided. Chief Minister Bhagwant Singh Mann said that the previous building was completely in ruins, which was a big threat to life and property. He said the new complex will bring transparency and speed up services for the residents of Talwandi Sabo and surrounding villages.

Chief Minister Bhagwant Singh Mann said, "Today the new sub-divisional complex was inaugurated and dedicated to the people on the sacred land of Talwandi Sabo. This modern complex has been built at a cost of about Rs 6 crore in place of a 40-year-old ruined building."

He said, "This three-storey building has 28 rooms, where all the necessary facilities like SDM court, Tehsildar court, Fard centre, record room, treasury office and canteen are available under one roof. Every office is equipped with high-speed internet and a lift has also been provided for the convenience of the people."

He said, "This complex will prove to be a boon for the people of Talwandi Sabo and surrounding villages, which will bring speed and transparency in government services and increase accessibility. With continuous growth, we are fully committed to serving the people."

After dedicating to the people the newly constructed sub-divisional complex on the sacred historical land found at the feet of Shri Guru Gobind Singh Ji, Chief Minister Bhagwant Singh Mann said that this project reflects the commitment of the Punjab Government towards further strengthening the governance at the grassroots level by providing modern, citizen-centric infrastructure. Chief Minister Bhagwant Singh Mann said, "The previous sub-divisional complex building was about 40 years old and was in a very dilapidated condition. Rs 6 crore has been spent on the construction of the new campus and its total area is 3,000 square feet."

How many rooms in a three-storey building?

He said, "The three-storey building has 28 rooms and includes facilities like offices for easy registration, SDM court, Tehsildar court, Fard centre, record room, treasury office and a canteen."

Highlighting the modern infrastructure, Chief Minister Bhagwant Singh Mann said, "All offices are equipped with high-speed internet and the premises also have lift facilities." He further said that such modern tehsil complexes are being built all over Punjab for the convenience of the people. He said that previous governments had never paid attention to such people-centric efforts.

Talking about the previous governments, Chief Minister Bhagwant Singh Mann said, "Earlier, the reins of the state were in the wrong hands, due to which Punjab had to suffer a lot." he adds, "After assuming office, our government gave priority to works of public importance." Expressing satisfaction, he said that these buildings are being built keeping in mind the future needs of the people.

Chief Minister Bhagwant Singh Mann expressed hope that the new sub-divisional complex will greatly benefit the residents of Talwandi Sabo and surrounding villages by providing fast, transparent and seamless services under one roof.

Earlier, after paying obeisance at Takht Sri Damdama Sahib, Chief Minister Bhagwant Singh Mann prayed for peace, progress and prosperity in Punjab. He expressed hope that the strings of peace and communal harmony will become stronger with each passing day, so that Punjab will be able to lead the country in every field. Chief Minister Bhagwant Singh Mann said, "The holy city of Talwandi Sabo is blessed with the blessings of Dashmesh Pita Shri Guru Gobind Singh Ji and I have the privilege of paying obeisance here."

Extending greetings on the holy occasion of Vaisakhi, he said, "This festival is a symbol of the spirit of Punjabi and Punjabiyat as well as unity in diversity." He recalled that on April 13, 1699, Sri Guru Gobind Singh Ji established the Khalsa Panth at Sri Anandpur Sahib and this moment was recorded in history.

Chief Minister Bhagwant Singh Mann said, "On this auspicious day, nectar was sprinkled on the ‘five beloveds’ belonging to different castes, laying the foundation of an egalitarian society and spreading the message of love, sympathy, universal brotherhood and communal harmony." He further said that Vaisakhi also marks the beginning of the harvesting season and is a festival of farmers, laborers and hardworking people, citizens should celebrate it with traditional enthusiasm to further strengthen the social and secular fabric of the nation.

Chief Minister Bhagwant Singh Mann said, "This day has special significance for the Sikhs or Punjabis as well as for the entire country." By establishing the Khalsa Panth, Guru Gobind Singh Ji instilled new enthusiasm in the oppressed society and by sacrificing his life, gave people the right to stand against tyranny and injustice." He further said that this day is not just a ritual but an opportunity to reiterate the commitment towards building a just and equitable society.

Chief Minister Bhagwant Singh Mann further said, "On this holy occasion of Vaisakhi, we should commit ourselves to building a society based on social equality, mutual brotherhood and freedom from exploitation."

On the legislative front, Chief Minister Bhagwant Singh Mann announced that the Punjab government will introduce the Jagat Jyoti Sri Guru Granth Sahib Satkar (Amendment) Bill, 2026 in the special session of the Punjab Legislative Assembly on April 13. He said, "There have been several incidents related to ‘desecration’ of Sri Guru Granth Sahib Ji and other respected holy scriptures, which have deeply hurt public sentiments and disturbed social harmony."

Chief Minister Bhagwant Singh Mann said that such cases come under sections 298, 299 and 300 of the Indian Justice Code, 2023, but there is no provision for harsh punishment to prevent such unfortunate incidents. he adds, "After very careful consideration, the Punjab Government has decided that strict legal measures are necessary to protect the sanctity of Sri Guru Granth Sahib Ji and to promote mutual respect and communal harmony."

he adds, "Jagat Jyoti Sri Guru Granth Sahib Satkar (Amendment) Bill, 2026 provides for stringent punishment, including life imprisonment, for those found guilty of sacrilege." Chief Minister Bhagwant Singh Mann expressed confidence that this law will act as a strong deterrent and help maintain peace and communal harmony across Punjab.
