Ranchi: Alka Tiwari, a 1988 batch Indian Administrative Service officer, will be the new Chief Secretary of Jharkhand. On Friday, November 1, a notification was issued by the Department of Personnel, Administrative Reforms and Official Language regarding the appointment of Revenue Board member Alka Tiwari as Chief Secretary. Election Commission of India has given consent for the appointment of Alka Tiwari.

Alka Tiwari was appointed to the post of Member Revenue Board after returning from central deputation. He is the senior most in the post of Additional Chief Secretary, followed by Avinash Kumar, Additional Chief Secretary to the Chief Minister. L Khyangte has retired from the post of Chief Secretary on October 31, hence a notification has been issued to make Alka Tiwari the new Chief Secretary of the state on November 1.
Topper of Meerut University and degree from USA
Alka Tiwari is a post graduate in Psychology from Meerut University and has received the Governor's Gold Medal for being a topper. He graduated from Manchester University, UK. M.Sc. from the Department of Civil and Structural Engineering at M.Sc. Did this, topped the course in 'Management and Implementation of Development Projects' and received a gold medal. He is also a law graduate from Ranchi University. He has completed a short-term course on 'Rethinking Financial Inclusion' from Harvard University, USA and another specialized course on 'Public Financial Management for Financial Advisors' from Duke University, USA.
Alka Tiwari was the DC of Gumla and Lohardaga.
Alka has been working as DC in Gumla and Lohardaga districts of Jharkhand. She has been Secretary in the Commercial Taxes and Forest and Environment Departments. She has been an advisor in the NITI Aayog of the Government of India, Joint Secretary and Additional Secretary in the Department of Fertilizers and Additional Secretary cum Financial Advisor in the Departments of Fertilizers, Chemicals and Drugs. In NITI Aayog, she was handling important departments like financial resources, education, tourism etc. He developed strategy documents for reforming India's higher education regulatory framework and developing world-class institutions of teaching and research. As CMD at fertilizer company FAGMIL, he reversed the decline in the gypsum business and transformed it into a profit-making market leading company.
Maintained contact with Qatar, Iran and Russia for urea availability
Alka Tiwari maintained contacts with Qatar, Iran and Russia to ensure adequate availability of urea and protect the country's revenue interests. They signed the Protocol Agreement on 'Modernization and Industrial Cooperation' under the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation.
Husband D.K. Tiwari also retired from the post of CS
Alka Tiwari served as Secretary to the Government of India in the National Commission for Scheduled Tribes for more than three years and gained expertise on the country's tribal issues. Her husband Dr. D.K. Tiwari is a 1986 batch IAS officer who has retired as the Chief Secretary of Jharkhand and now holds the constitutional post of State Election Commissioner.
